The Manager, RBT2Environmental Projects , is responsible for managing the planning, development and implementation of environmental projects for the Roberts Bank Terminal 2 (RBT2) project which include mitigation, habitat offsetting, and the Follow-up Program (FUP). The manager is accountable for designing and implementing strategic mitigation and follow-up programs (FUP) to ensure compliance with regulatory and project-specific environmental requirements. The role ensures cost effective and practical application of sound science, appropriate expertise, resources and quality control measures to ensure timely and efficient completion of environmental projects and effective collaboration and consultation with regulatory agencies, local governments, First Nations and other stakeholders, as required. Additional responsibilities include internal team management, contractor procurement and contract management, external engagement and representation of the RBT2 environmental projects with regulatory agencies, First Nations, advisory committees and stakeholders.

What you do:

  • Oversee and manageenvironmental activities and project-specific mitigation and offsetting programdevelopment and implementation

  • Oversee the collaboration,coordination and alignment between the Environmental Projects programactivities with the Technical/Procurement and Finance workstreams

  • Lead establishment of largemonitoring FUP to confirm effects predictions and mitigation effectiveness,including oversight frameworks incorporating First Nations and regulatory agencyinput and guidance

  • Manage the functionalenvironmental projects schedule for integration into overall RBT2program/project schedule and working documents, ensuring sequencing ofworkstream activities are aligned to achieve project objectives

  • Develop and updateenvironmental projects-specific, project charter(s) and project managementplan(s), in a manner consistent with corporate polices/directives and to supportthe achievement of RBT2 program objectives

  • Oversee workplans forenvironmental programs and mitigation activity delivery within projectschedules

  • Develop a resource andmanagement plan for RBT2 construction and operations phase monitoring

  • Ensure field programs areplanned and implemented with all necessary health and safety requirementsin place, with support from VFPA H&S department

  • In collaboration withProject Finance and Project Services team, track and report on progressrelative to approved baselines (e.g., scope, schedule, budget) and manage workprogram to ensure cost effectiveness

  • Procure, lead and manageconsultants and contractors, with specific focus on coordination betweencontractors to find efficiencies, cost management, and optimal performancein the delivery of environmental projects while achieving key objectives

  • Identify, mitigate,monitor, address, and as required, escalate environmental project risksand issues. Ensure lessons learned process and post project life-cyclephase reviews are performed and communicated

  • Oversee and manage theinclusion of project approval conditions within contract development forenvironmental activities

  • Oversee and manage theresolution of environmental compliance issues related to environmentalprograms on infrastructure projects

  • Negotiate with agencies,engage with stakeholders and consult with First Nations on thresholds,monitoring parameters and compliance reporting

  • Lead the resolution ofenvironmental program issues arising from engagement with regulatoryagencies and consultation with First Nations

  • Collaborate with managersin other port authority teams including, Environment – Properties andEnvironment, Indigenous Programs – External and First Nations Relations,and Technical and Procurement – Infrastructure Delivery teams tocoordinate effective use of shared resources and to ensurecross-functional inputs are integrated into plans, permits and approvals

  • Support effective workingrelationships with relevant regulatory agencies, First Nations andstakeholders in coordination with the relevant managers and colleaguesacross the port authority

  • Lead and effectively managea composite team within a matrix structure of functional and projectemployees, staff, specialists and consultant specialist technicalresources

  • Participate in thedevelopment of departmental plans and be responsible for the developmentand implementation of activities and programs designed to meet the intentionof specific strategic priorities

  • Participate as a member ofvarious management and inter-departmental teams in the planning,implementation and management of business initiatives

  • Plan, implement and reviewdepartmental staffing requirements for areas of responsibility, includingthe determination of clear position descriptions, accountabilities andreporting arrangements to optimize service delivery to all stakeholders

  • Liaise with human resourceson employee relations (selection, training, performance management,conflict resolution, etc) and labour relations matters

  • Manage team members,ensuring that team and individuals are motivated, have defined positiondescriptions and reporting arrangements, their performance goals are clearand actively managed and development needs are defined and addressed

What youbring:

  • Appropriate universitydegree along with a minimum of five (5) years of related managerial orleadership experience in implementing large environmental projects andproject delivery, or an acceptable combination of education and experience

  • Experience applying for anddelivering on requirements of Fisheries Act authorizations and, or otherfederal permits, licenses or approvals on major projects. Must be familiarwith both federal and provincial environmental regulations andjurisdiction

  • Must have a good knowledgeof environmental assessment methodology and the Canadian EnvironmentalAssessment Act, British Columbia Environmental Assessment Act, Impact AssessmentAct, Fisheries Act, Species at Risk Act and associated regulations

  • Must have a good knowledgeof the potential adverse environmental effects associated with a broadrange of port developments and construction techniques, and theappropriate mitigations (including offsetting) and monitoring for theseeffects

  • Must have experience inFirst Nations consultation and regulatory engagement at tactical andstrategic levels

  • Must have experiencemanaging a team, business planning and overseeing a workstream or projectbudget

  • Must have experiencemanaging the services of consultants and contractors with attention todetail

  • Experience in working withmulti-discipline engineering and science teams an asset

Workingenvironment: Normal office conditions, with regular evening and weekend activities, as well as some travel throughout the Lower Mainland and to Southern Vancouver Island. During an emergency, 24-hour call availability may be required.
