Position Summary
The Senior FM Certification Lead is a senior-level subject matter expert responsible for directing the implementation, oversight, and continuous improvement of the Department of the Air Force (DAF) Financial Management (FM) Certification Program (DFMCP). This role provides enterprise-wide leadership, policy interpretation, compliance monitoring, and executive-level reporting in alignment with DoD and DAF guidance.
Serving as the Lead Component Administrator (LCA) or equivalent senior authority, the Senior FM Certification Lead ensures operational execution of certification requirements, tracking of initial certification and Continuing Education & Training (CET) compliance, course-to-competency (C2C) alignment, and governance integration across the FM enterprise.
This position acts as a trusted advisor to SAF/FME leadership, integrating certification metrics, data analytics, workforce development initiatives, and executive reporting to ensure compliance with statutory and regulatory requirements while advancing enterprise workforce capability.
Primary Responsibilities
Serve as Lead Component Administrator (LCA) in accordance with DoDI 1300.26 and AFI 65-117.
Oversee enterprise tracking of initial certification and CET compliance across the DAF FM workforce.
Develop and maintain FM Certification dashboards integrating data from DCPDS, milPDS, and LMS platforms.
Lead Course-to-Competency (C2C) mapping and alignment submissions to OUSD(C).
Provide executive-level certification metrics, analysis, and compliance reporting.
Manage and update FM Certification SharePoint, Teams platforms, and official communication channels.
Respond to enterprise-level certification inquiries and provide policy interpretation guidance.
Develop and deliver quarterly certification training sessions to the DAF FM enterprise.
Prepare and facilitate monthly certification status meetings and executive briefings.
Identify compliance gaps, data quality issues, and recommend corrective actions.
Provide documentation, user guides, and training materials supporting certification tools and dashboards.
Ensure alignment of certification processes with DoD policy, NDAA requirements, and FM governance frameworks.
Requirements
Bachelor’s degree in Financial Management, Business Administration, Human Capital, Adult Education, or related field (Master’s preferred).
MUST HAVE: Active Secret Security Clearance.
Minimum 15 years supporting DoD financial management programs.
Minimum 4 years serving as Lead Component Administrator (LCA) or equivalent senior certification authority.
Minimum 5 years of experience in Course-to-Competency (C2C) mapping and FM certification compliance tracking.
Demonstrated experience developing and maintaining enterprise dashboards (Power BI, ADVANA, Tableau or similar).
Strong analytical, compliance, policy interpretation, and executive communication skills.
Proven ability to brief senior leadership and influence cross-functional stakeholders.
