Responsible for ensuring ECC/SCC Operating personnel are prepared to meet the requirements and business needs of GSOC as well as all applicable FERC regulations, NERC reliability standards and applicable operating agreements. Analyzes system conditions and Operator actions during routine and emergency operations, for the goal of reducing member costs while maintaining system reliability at all times. Support, further develop and administer a system operator training program that meets requirements set forth by NERC, SERC, and GSOC. The Staff Operations Trainer will be responsible for b eing a subject matter expert and maintaining all Job Tasks (JT) directly relating to the functions within the control centers such as i dentifying, designing, preparing, and implementing training materials , give directions on the development and use of the training simulator, m aintaining familiarity with NERC standards that have training requirement for system operators and m onitoring task performance during incidents and following training of operating personnel. The Staff Operations Trainer will support GSOC's control centers and Operations Engineering by providing technical expertise on operational issues including emergency operations, training simulations and facilitating updated training for changes to GSOC's operating paradigm. Staff Operations Trainer will directly perform, or delegate the performance of, activities relating to NERC Compliance and remain current with standard industry practices in the areas of System Operations.
Position Duties/ Essential Functions
Design, prepare, and deliver training courses for the continued development of the System Operators in the performance of their assigned job tasks. Most training will be of the nature of qualifying for NERC certification for continuing education hours, but some of the training will be in the form of mentorship and development of experience-based conveyance of knowledge. Also direct the development of scenario-based dispatcher training simulators and implementation of simulations. Monitor and report on progress of System Operators development for the goal of constant improvement in System Operator job tasks. Participate in training conferences representing GSOC's interests.
Design, prepare, and deliver training courses for the continued development of the Operations Personnel in the performance of their assigned job duties.
Maintain on an annual basis a Job Task Analysis that lays out the requirements and training needs of each GSOC Operator position. This JTA will identify courses, tools, and skills base for each position.
Can act as a control room and training department point of contact for real-time activities for FOC staff and external entities. Provide input for the development of operating procedures that cover control room activities and activity reports that illustrate performance and system conditions. Develop principles for coordinating with Georgia Power and Southern Company system security planners to ensure OPC and GTC assets are operated reliably and support the stability of the Georgia Integrated Transmission System.
Prepare and deliver oral and written presentations to senior management, control center staff and visitors. Provide reports to management of ongoing trends and activities that might affect the strategy and position of the company. Perform research, develop and implement training for job tasks as they may change or be created for ECC Operating Personnel functions. This will require planning and leading visits to generation facilities and other operating centers as well as meetings with OPC, GTC, and GPC/SOCO personnel.
Be actively involved in any NERC training / personnel requirements or standards development that would affect GSOC operations. Develop comments on upcoming standards development that support corporate direction and industry reliability regarding well trained operators, participate in working groups at the SERC or NERC level, and ensure GSOC remains compliant with current NERC PER standards.
Education
Bachelor's Degree-Engineering
Electrical preferred
Experience
15 years in a System Operator position in distribution, transmission, and generation levels of authority and at least one year of supervisory experience preferred.
Equivalent Experience
High School Graduate or GED and 20 years of the above stated experience .
Skills
W orking knowledge of PC applications, applications of "real-time" energy control systems for electric operations, load flows, load management operations, automatic generation control, economic dispatch of generation, short-term load forecasting, switching and transmission restoration.
Excellent interpersonal, written, and verbal skills.
Capable of preparing and delivering training material to all levels of operators.
