Position Summary
The Lead Talent Acquisition Partner is a senior individual contributor responsible for delivering high-impact, full-cycle recruiting services across technical, operational, and corporate functions at GSOC. This role serves as a trusted advisor to hiring managers and HR Business Partners, executing talent acquisition strategies aligned with workforce plans and organizational priorities.
Reporting to the Director of Talent Acquisition, the Lead Talent Acquisition Partner plays a critical role in recruiting for complex, high-priority, and hard-to-fill positions, while also contributing market insight, mentoring recruiting partners, and helping mature the overall talent acquisition function. This role combines deep recruiting expertise with a consultative, data-informed approach to talent delivery.
Key Responsibilities
Full-Cycle Recruiting and Talent Delivery
Lead full-cycle recruiting for assigned roles, including intake, sourcing, screening, interviewing, offer support, and onboarding partnership.
Manage recruiting efforts for complex, high-priority, or hard-to-fill positions across multiple job families.
Proactively source candidates through direct outreach, referrals, networking, and social media platforms.
Build and maintain talent pipelines aligned with workforce planning and anticipated hiring needs.
Provide guidance to hiring managers throughout the hiring process to ensure effective, timely, and high-quality hiring outcomes.
Strategic Partnership and Advisory Support
Serve as a trusted talent acquisition partner to hiring managers, HR Business Partners, and business leaders.
Provide labor market insights, candidate availability trends, and hiring recommendations to support informed decision-making.
Support workforce planning and critical role identification through proactive pipelining and recruiting insights.
Reinforce consistent hiring methodologies, assessment practices, and candidate evaluation standards across the organization.
Act as a champion for inclusive recruiting practices and equitable hiring outcomes.
Candidate Experience and Employer Branding
Deliver a positive, consistent, and engaging candidate experience from first contact through onboarding.
Represent GSOC's culture, values, and employee value proposition to prospective candidates.
Support employer branding initiatives, recruitment campaigns, and outreach efforts led by the Director of Talent Acquisition.
Participate in career fairs, hiring events, and community or professional outreach as a representative of GSOC.
Process Improvement and Metrics
Execute recruiting processes in alignment with the established talent acquisition operating model, policies, and standards.
Track and maintain accurate recruiting data within the Applicant Tracking System (ATS).
Monitor recruiting metrics (e.g., time-to-fill, source effectiveness, candidate experience) and identify opportunities for improvement.
Provide insights and recommendations to the Director of Talent Acquisition to support continuous improvement and decision-making.
Team Leadership and Capability Building
Serve as a lead practitioner and subject-matter expert within the Talent Acquisition function.
Provide informal coaching, mentoring, and guidance to recruiters, recruiting specialists, or hiring teams.
Support onboarding and skill development for new recruiting team members as the function grows.
Contribute to change management efforts related to new recruiting tools, processes, or organizational initiatives.
Compliance and Documentation
Ensure recruiting activities comply with federal, state, and organizational policies and procedures.
Maintain accurate documentation and records in accordance with audit, compliance, and reporting standards.
Qualifications
Education and Experience
Bachelor's degree in Human Resources, Business Administration, or a related field (or equivalent ex erience).
Typically 8-10+ years of full-cycle recruiting or talent acquisition experience, including experience recruiting for complex or senior-level roles.
Demonstrated experience partnering with hiring managers and HR professionals in a consultative capacity.
Experience recruiting for technical, professional, or operational roles strongly preferred.
Skills and Competencies

Proficiency with ATS platforms and recruiting technologies.

Preferred
Experience in utilities, energy, or similarly regulated or technical industries.
Experience supporting workforce planning and talent pipeline development.
Familiarity with employer branding, recruitment marketing, or social media recruiting.
