Trinidad Housing Authority Executive Director in Trinidad, Colorado

Essential Duties and Responsibilities

This is not an exhaustive list; other duties may be assigned.

  • Execute resolutions and policies adopted by the Board; prepare and sign contracts, agreements and other instruments on behalf of the Authority.
  • Oversee and supervise all phases of the Authority's operations: admissions, leasing, maintenance, modernization, asset management, and tenant services.
  • Prepare, monitor and revise the operating and capital budgets; implement long-term financial plans to maintain solvency and effective operation.
  • Ensure compliance with HUD and other federal/state/local regulations (e.g., public housing, Section 8 voucher program, procurement, fair housing).
  • Serve as primary liaison with HUD, local government, community partners, and media; represent the Authority publicly; maintain positive community relations.
  • Lead the development of affordable housing initiatives, redevelopment, property acquisition, renovation, or mixed-finance projects when applicable.
  • Select, train, supervise and evaluate senior management and staff; formulate and enforce personnel policies and procedures.
  • Monitor maintenance programs, modernization schedules, and inspect the condition of properties to ensure safe, decent and sanitary housing for residents.
  • Prepare agendas, reports and materials for Board meetings; maintain official records; advise the Board on policies, contract awards, and operational matters.
  • Oversee resident programs and supports, and coordinate with social service providers where appropriate.
  • Identify funding opportunities (grants, loans, tax credits) and oversee submission of applications to support Authority initiatives.

*Qualifications *

Education / Experience:

  • Bachelor's degree in Public Administration, Business Administration, Urban Studies, or related field required; or equivalent;
  • Of at least 5--7 years of progressively responsible housing, community development, or public administration experience; supervisory/management experience required.
  • Knowledge of HUD programs (public housing, vouchers, mixed-finance, tax credits) and federal/state regulations governing housing authorities.
  • Strong financial acumen: budgeting, investments, auditing, capital/preservation planning.
  • Excellent leadership, communications, public relations and community-partnership skills.
  • Ability to interpret policy, make independent judgments, supervise staff, and work collaboratively with Board and stakeholders.

Knowledge, Skills & Abilities:

  • Proficiency in standard business computer applications (Word, Excel, PowerPoint, database systems).
  • Capacity to manage property development/acquisition, renovation projects, and asset management operations.
  • Understanding of fair housing laws, procurement practices, risk management, and tenant services.
  • Strong verbal and written communication; ability to present to Board, community, media.
  • Ability to build relationships across public, private and non-profit sectors, and to foster an inclusive organizational culture.
