This is an exceptional opportunity for an experienced project manager to step into a critical role in advancing the City’s priority major transit infrastructure projects by joining the Transit Expansion Division.

Reporting to the Program Director, Transit Expansion (TE) Strategic Initiatives, the Senior Project Manager will lead and manage City activities related to transit expansion, with a focus on initiating new projects, assuming responsibility for ongoing initiatives spanning the full project lifecycle, from business case through implementation, and developing standardized project management tools, frameworks, and strategies for effective project implementation across the Division. In this role, the Senior Project Manager will lead the development of strategic approaches and associated recommendations to Senior Management Team (SMT) and City Council to advance transit expansion initiatives in alignment with City priorities.

The Senior Project Manager will liaise and facilitate effective communication and coordination between City of Toronto divisions, the Toronto Transit Commission (TTC), Metrolinx, and other stakeholders for the development and implementation of the transit expansion projects and programs. This includes working with a multi-disciplinary team of internal and external stakeholders to guide planning, design, and construction.

Major Responsibilities:

  • Manages assigned projects ensuring effective teamwork, communication, high standards of work quality, organizational performance and continuous learning.

  • Coordinates and manages City divisional input and the delivery of identified cross-divisional projects.

  • Works with City divisions to define the scope of projects and develops project work plans and schedules.

  • Facilitates and leads interdisciplinary, interdivisional, and interagency working groups, partnerships, and consultation processes - setting agendas and documenting decisions, actions, findings, and conclusions.

  • Building consensus while addressing technical, political, community, business, and other stakeholder requirements to advance transit priorities.

  • Oversees the preparation and coordinated review of specifications and contracts to carry out transit expansion projects.

  • Fosters and maintains cooperative working relationships within and external to the division.

  • Responsible for coordination of a multi-disciplinary team to deliver high quality and consistent project management service to client groups.

  • Maintains continuous professional development and an active awareness of industry advancements in planning, coordination and monitoring, and other appropriate fields to retain technical competency, and provide sound and strategic advice to the Program Director.

  • Manages information and action requests from members of Council including preparing Council reports and briefing materials as required.

  • Represents the division and Program Director at various meetings including interagency, intergovernmental, senior staff, steering committee and working group sessions, presenting complex information to Councillors and partner agencies as needed.

  • Develops tailored presentations for diverse audiences, including senior management, technical teams, Councillors, and community groups, ensuring information is communicated clearly and appropriately for each stakeholder group.

  • Develops and implements project controls and reporting, such as monitoring expenses of assigned projects against approved budgets and tracking and mitigating risks and issues.

  • Develops strategies/policies/programs/action plans, to achieve approved time frames and technical requirements.

  • Leads the preparation of competitive documents (RFQs, RFPs), selection processes, and retains and manages external consultants on internal and interagency capital works process improvement projects and studies.

  • Leads the preparation of statutory compliant environmental assessments, from pre-planning to achieving ministerial notice to proceed.

  • Leads the preparation of business cases assessing the benefits, cost, and impacts informing decisions to advance transit project development.

  • Leads the preparation of constructability assessments at pre-construction stage to confirm buildability, project sequencing, risks, cost estimates, and procurement options.

Key Qualifications:

  1. Post-secondary education in a professional discipline pertinent to municipal infrastructure planning and delivery (e.g. Urban Planning, Architecture, Civil Engineering, Project Management) combined with project management experience, or the approved equivalent combination of education and/or related experience.

  2. Extensive experience managing multiple complex, large‑scale projects and strategic initiatives from inception to completion, with the ability to work with multiple stakeholders to achieve desired outcomes within a large organization. Includes significant experience leading business cases, statutory environmental assessments, and other pre‑construction studies. Transit project experience is considered an asset.

  3. Extensive experience in communication and interpersonal skills, with the ability to organize and coordinate staff across multiple divisions and agencies in a complex, multi‑stakeholder environment; build effective stakeholder relationships; influence and negotiate outcomes; resolve conflicts; and clearly communicate complex information through reports, briefings, presentations, and facilitated sessions. Includes developing internal reporting mechanisms that provide strategic advice and recommendations to senior management.

  4. Extensive experience with strategic, analytical, conceptual, and critical thinking skills with demonstrated strength in negotiation, and problem-solving skills to address complex and multifaceted issues, including the ability to develop creative solutions to complex technical, policy, business process, and stakeholder management issues.

  5. Sound judgement and ability to handle matters of a sensitive nature,balancing political, community, and public interests while demonstrating insight, critical judgement, and political acumen.

  6. Excellent political acumen and understanding of public relations and building partnerships, including the ability to achieve consensus among parties with differing objectives in a complex and sensitive political environment. Excellent ability to work effectively as a member of a team, collaboratively with others in a multidisciplinary environment and to work independently as required, within tight deadlines, demonstrating flexibility, responsiveness, and the ability to lead change and introduce new approaches to thinking, planning, and execution.

  7. Extensive proficiency in a variety of software packages including Microsoft Word, Power Point, Excel, Project, and Outlook.

  8. Ability to develop and administer budgets to ensure accountability and effective use of resources.

  9. Ability to foster an organizational culture that emphasizes innovation, continuous learning, collaboration, transparency, accountability, and trust while promoting a strong code of ethics and integrity to support public service excellence.
