Amazon Program Manager, Central Operations Systems Management in Tokyo, Japan

We are looking for a motivated and detail-oriented Program Manager to join the Central Ops Systems Management (COSM) team. COSM is dedicated to improving Delivery Station (DS) and Delivery Service Provider (DSP) performances through backend systems configurations, ensuring smooth DS operations and optimal route planning. Our configurations encompass settings for all existing Amazon DS types including Large DS, Exchange Points (XPT), Mini DS, 3PL (AMPL), Sub Same Day (SSD), Amazon Logistics Extra Large (AMXL), and Quick Commerce (QC).
In 2025, COSM processed over 10,000 configuration requests — more than double increase year-over-year — and is now on an ambitious journey toward proactive, automated, and intelligent operations in 2026. As part of this growing team, you will own and drive defined projects within COSM, working closely with cross-functional partners across Amazon Logistics Japan (AMZL JP), Last Mile Tech, planning, routing, and operations teams. You will gain deep exposure to Amazon's logistics network and backend systems, building a strong foundation for career growth within Amazon and beyond.
This position is based in Tokyo, Japan, requiring business level in both Japanese and English languages.
Key job responsibilities
• Own and manage defined COSM projects end-to-end: define project scope, coordinate with stakeholders across AMZL and partner organizations (e.g., Fulfillment Centers, JP Transportation, Central Ops (CO) Tech), and handle project tasks including scheduling, documentation, announcements, and status reporting
• Support the implementation and maintenance of COSM configurations including delivery attainment areas, Regional Grid Unit (RGU) settings, Temporary Exclusion Zones (TEZCO), sort path, pick path, Dispatch Planner Online (DPO), and station closure/relocation processes
• Develop a working understanding of COSM's core configuration programs — including Store, RGU, Cluster, Snake Path, and DPO — which together represent the majority of COSM's operational volume
• Dive deep into Amazon's logistics systems to understand how backend configurations impact DS and DSP operations, and identify opportunities for simplification and SLA improvement
• Define and clarify business requirements and translate them into clear project plans and documentation (project charters, SOPs, requirements documents)
• Identify roadblocks and risks proactively, escalate appropriately, and drive resolution with guidance from senior team members
• Partner with internal teams to coordinate resources and ensure timely delivery of project milestones
• Communicate project status clearly and consistently to stakeholders and team leadership
• Apply data-driven thinking to support decision-making and contribute to process improvement initiatives within the team
• Support COSM's 2026 strategic goals, including contributing to automation initiatives (e.g., DAGer — Delivery Area Generator, DAV — Delivery Area Visualizer) and helping onboard new business models such as Quick Commerce, 1P Cold Chain, and Medical delivery configurations
A day in the life
No two days are the same, but your goal is always the same: deliver for our customers. You start your day reviewing project status and flagging any risks or blockers to your team lead. You join cross-functional meetings to align on configuration changes and gather requirements from operations and tech partners. You draft and revise SOPs and project documentation, track milestones, and follow up with stakeholders to keep initiatives on schedule. You dive into data to understand the impact of a configuration change and prepare a clear summary for your manager. You collaborate with fellow COSM Program Managers to share learnings and contribute to team process improvements. You may also take business trips within and outside Japan to build your skills, expand your network, and bring back best practices from other regions.
About the team
About Central Ops JP team: The Central Ops JP team is a back office team remotely supporting AMZL, SSD, AMXL, and QC operations across Japan. Our four pillars are standardization, optimization, centralization, and innovation. We offer a variety of services such as route planning, scheduling, volume adjustment, on-road management, system configuration, and risk mitigation. We remove the gemba's burden so they can focus on what matters most — under the roof for station associates and on the road for our drivers. About COSM team: COSM consists of one team lead, eight Program Managers, and eight operators. We configure delivery attainment areas, set provider/mobility preferences (RGUs), and manage exclusion zones to support On The Road (OTR) operations. COSM also executes Under The Roof (UTR) configurations including sort path, pick path, and dispatch planner settings. We also support station closures and relocations. Our team members come from diverse backgrounds including fulfillment center operations, consulting, retail, and international roles — and we welcome candidates from a wide range of experiences.
COSM is on an exciting trajectory: having standardized our operations in 2024 and simplified them in 2025, we are now focused on becoming a proactive team in 2026 — leveraging automation tools and generative AI to anticipate and act on configuration needs before they become issues.
Basic Qualifications
1+ years of program management, logistics, operations, supply chain, transportation, or equivalent experience
Bachelor's degree
Experience prioritizing and handling multiple assignments at any given time while maintaining commitment to deadlines, or experience with end-to-end project management
Proficiency with Microsoft Excel (e.g., pivot tables, VLOOKUP, data analysis)
Speak, write, and read in business level Japanese
Speak, write, and read in business level English
Preferred Qualifications
Experience working cross-functionally with tech and non-tech teams
Experience with tools/systems to analyze data including Excel, Access, SQL or other data management systems
Experience using data to drive root cause elimination and process improvement
Experience communicating results to senior leadership, or experience in solving complex business challenges by delivering accurate and timely financial models, analysis, and recommendations that have a proven impact on business (e.g., financial savings, operational improvements, or customer benefits)
Experience working with fast-moving, high-performance teams and driving innovative solutions tailored to unique business environments
Strong written and verbal communication skills with the ability to engage both business and technical audiences
Experience with automation tools and emerging technologies (e.g., generative AI applications in operations)
