National Park Service Engineering Equipment Operator Supervisor in Toklat, Alaska

Career/Career-Conditional Full-time appointment. Responsibilities The Engineering Equipment Operator Supervisor is responsible for planning, work direction, administration, equal employment opportunity and safety, and provides leadership within the respective Park. The incumbent oversees all operational, maintenance and construction activities associated with the parks roads asset portfolio that includes paved and unpaved roads, parking lots, drainage structures, signs, and trails. The incumbent is responsible for all administrative needs and planning of day-to-day and long-term work for a diverse trade staff. Supervisory tasks include, but not limited to, hiring subordinates, establishing performance plans and standards, employee counseling and personnel actions, distribution of workload, quality control inspections, time keeping, completing requests for leave and completing Department of the Interior mandated training. Incumbent serves as Contracting Officer's Representative (COR) on government construction and service contracts and as Agreement Technical Representative (ATR) on task agreements. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You must possess and maintain a current Class A, Type 1 (or higher) Commercial Driver's License. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. Depending upon the park, occupancy of government quarters may be required. You may be required to complete training and operate a four-wheel drive vehicle. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Must be able to obtain and complete training to receive COR level 1 within one year of entry on duty. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. To be found minimally qualified, your resume must show the following: I am an experienced engineering equipment operator. I am able learn supervisory and leadership skills associated with the maintenance and repair of auto and heavy equipment operation and maintenance, and the maintenance and repair of paved and unpaved roads and sign installation in accordance with Manual on Uniform Traffic Control Devices (MUTCD) and other appropriate standards. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: While some work is sedentary in nature in an office setting, much of the work requires the incumbent stand, stoop, crawl, kneel, bend, climb and work in tiring and uncomfortable positions. Works overhead in stretched. awkward on in hard to reach locations. Must occasionally work in locations where he/she cannot see what his/her hands are doing which requires good dexterity and lift heavy objects over 75 pounds. Working Conditions: Work is indoors and outdoors in all kinds of weather ranging from 40 degrees below 0 F in winter to over 100 degrees F in summer, and at elevations of over 8,000 feet. When working indoors, most buildings are heated and adequately lighted. but is exposed to noxious odors and petroleum products when working on vehicles and equipment. Normal hazards area present when working close to equipment, tools, vehicles and machinery where cuts, bruises and falls may be encountered if proper precautions are not taken. Noise, vibrations, dust, dirt, and fumes are frequently present. Operates heavy equipment and heavily loaded trucks on narrow, mountainous roads when heavy visitor traffic is present and various sizes of trucks with restricted rear view in heavily congested visitor areas such as campgrounds. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
