Project Leader Utility Construction and Maintenance (Electrical Utility)

SUMMARY:

Under general supervision, completes utility construction and maintenance projects in a timely and efficient manner for PNM management and our customers.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Oversees projects that consist of residential, smaller subdivisions, commercial, and minor system improvements, to include the design review, cost estimate approval, and work activity monitoring, may include streetlights and gas mainline coordination; projects can normally be completed working independently, based on established policies, procedures, and guidelines with assistance from senior level or manager

Monitors field work for compliance and completeness

Consults with team to identify and resolve issues that require direct customer involvement on inquiries, right-of-way, complaints, tree trim requests, and damages

Presents projects and participates in capital management process

Communicates and coordinates job requirements to customers, team members, Gas Engineering, and others outside the team as necessary

Participates in project scheduling, and assigns job priorities in order to meet company and/or customer requirements

Provides training and technical assistance in their area of expertise

Initiates and administers line extension contracts

Directs the work of others assigned to their project

Coordinates gas and/or electric transmission projects or the tie-in between distribution and transmission projects

Provides input on a variety of contracts for projects, professional services, materials, and equipment

May negotiate and manage a variety of contracts for projects, professional services, materials, and equipment

Reviews measurements and makes adjustments to the process to achieve team goals

Assists in achieving team goals and objectives

May occasionally assume the role of Team Manager

COMPETENCIES:

Knowledge is required in gas or electric theory, design, and construction of systems, with general knowledge in the other utility

Ability to promote first-class public relations with customers, businesses, outside agencies, and community leaders. Attends and addresses tribal and city councils

Demonstrated ability to apply and interpret PNM and industry standards for distribution design, construction, metering, and gas transmission, depending on the area

Understands governmental rules and regulations and other PNM Policies and Procedures as they apply to their area of responsibility

Experience in coordinating outages, metering inspections, switching procedures, or pre-design/construction meetings

Knowledge of the Gas or Electric Service delivery process

Has knowledge of ROW terms and governmental guidelines

Ability to apply, administer and interpret contracts and the gas and/or electric line extension policies

Must be sensitive to the business environment and customer to generate work

Demonstrated ability to apply engineering and drafting principles by managing routine electric and gas distribution system projects

Demonstrated ability to make decisions that require judgment, creativity and interpersonal skills

Ability to negotiate and manage construction contracts

Demonstrates an ability to promote team performance by having a positive attitude, being self-motivated, and staying flexible to change

Communicates effectively orally and in writing with customers and team members

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree with five to six years of related gas or electric utility design or construction experience, or equivalent combination of education and/or experience related to the discipline.

Project management experience is preferred.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a current, legally valid driver's license and meet the company's driving record requirements.

COMMUNICATION SKILLS:

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations

Ability to write reports, business correspondence, and procedure manuals.

Direct customer contact experience is required

Ability to effectively present information and respond to questions from groups of managers, clients, and customers

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations

COMPUTER SKILLS:

Working knowledge of knowledge of spreadsheet, database, and word processing software, and computerized customer billing, work management, financial management, mapping/drafting systems, and other Company systems that are used by the team

ANALYSIS AND PROBLEM-SOLVING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations where standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS:

Regularly required to stand and/or walk up to 2/3 of the time and frequently visit the construction sites. Must occasionally lift and/or move up to 30 pounds. Ability to drive is required.

WORK ENVIRONMENT:

Office and construction environment. Regularly works outdoors and in remote locations in various weather conditions. Handles multiple projects and may deal with competing priorities. Heavy workload. Observes and follows safety rules.

Oversees projects that consist of large subdivisions, commercial, and major system improvements, to include the design review, cost estimate approval, and work activity monitoring. May include streetlights and gas mainline coordination. Projects will normally be completed working independently when well-developed policies, procedures and guidelines are not available, reporting only unusual matters to Team Manager

Communicates and coordinates job requirements to customers, team members, Gas Engineering, and others outside the team as necessary

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree with six to seven years of directly related experience, or equivalent combination of education and/or experience related to the discipline.

Two years of project management experience or equivalent is required.

Experience in gas or electric utility design or construction of similar types of projects is preferred.

Promotion requires business need, in addition to individual qualifications.
