Job Overview - Child Support Program: The Child Support Teams are responsible for locating absent parents, establishing paternity and/or support and medical orders, enforcing compliance with existing orders and collecting and distributing child support in IV-D cases. This position plans and directs the activities of both Child Support Teams in Rocky Mount and Tarboro. Duties involve establishing unit goals and objectives utilizing state performance indicators provided by the Regional Consultant. Meet with the CQI Specialist monthly to stay abreast of changes in regulations, performance measures indicators and scores, new policy, regulations and statutes that affect the operation of the child support program. Meet with child support supervisors and Lead Agents to review and correct errors identified by the child support consultant during monthly monitoring. Ensure that supervisors are balancing workloads in their units, assess individual and unit training needs and ensure supervisors coordinate training in both direct or indirect job-related areas for staff. Ensure that supervisors evaluate the work of line staff for adherence to Federal and State standards regarding the quality of work. Serve on the Executive Management Team to assist in establishing agency needs, policies, procedures, etc. Overtime work is compensated with compensatory time off. Position performs other duties as assigned. A valid NC driver's license and access to a passenger vehicle is required. Employees operating their personal vehicles for county business shall maintain the minimum liability coverage required by the state of North Carolina in accordance with the County Fleet Policy and Employee Safety Program (page 10, section G.) Position will rotate between both the Tarboro and Rocky Mount Office however, office location may change based on the needs of the agency. Knowledge, Skills and Abilities - Thorough knowledge of the program assigned. Thorough knowledge of the use of the program manuals. Thorough knowledge of all agency and community services and programs. Thorough knowledge of needs, problems, and attitudes of disadvantaged people. Thorough knowledge of community needs assessment techniques. Considerable ability to organize and direct a team of child support staff in two separate office locations. Considerable management and administrative skills. Ability to maintain a satisfactory working relationship with applicants, other sources contacted within the course of work, the agency director, the Social Service Advisory Board, the Edgecombe County Human Services Board and other County officials. Ability to plan and evaluate the services of a large, comprehensive program. Ability to represent assigned program in departmental meetings and community conferences. Ability to present information orally and in written form. Minimum Training and Experience Requirements - Three years of supervisory or administrative experience, two of which must have been in an income maintenance or service program and preferably with one year of experience in an income maintenance program; or an equivalent combination of training and experience. Education and Experience Three years of supervisory experience, two of which must have been in an income maintenance or service program and preferably with one year of experience in an income maintenance program, child support program or an equi alent combination of training and experience. Preferences: Prefer applicants with computer experience and/or knowledge of State Network Systems, North Carolina Families Accessing Services through Technology (NC FAST), imaging programs, Automated Collections and Tracking System (ACTS) and Windows software including Microsoft Word. Emergency Response In the event of an emergency, as determined by the County Manager, participation in preparedness and response operations should be expected. Employees may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency. Employees may also be required to participate in relevant exercises and regular preparedness training. Salary The salary range is $51,400.00 - $64,200.00 with excellent benefits that total over $11,000 annually in addition to a county contribution to 401k.
