Jacobs Document Control Manager/Senior Cost Engineer in Tampa, Florida
Document Control Manager and Senior Cost Engineer (DCM/SCE) for the Jacobs Program Management and Construction Management (PM/CM) contract at Tampa International Airport. This contract supports implementation of the Airport’s Master Plan capital projects. The DCM/SCE reports to the Jacobs Program Controls Manager and works with other members of the Jacobs Team and several employees on the Airport staff. Total value of the ongoing project work being supported by Jacobs during the next five years is approximately $2 billion.
Primary responsibilities include the following
Manages the accurate and comprehensive recording, cataloguing, archiving, and retrieval of project documents for the Airport’s Master Plan projects.
Develops and reconciles Airport documentation systems with Jacobs’ program system recommendations.
Oversees the development and updates of work instructions, policies, and procedures for the Airport’s Planning and Development Department.
Periodically reviews the procedures for information and document control systems are implemented in accordance with Airport requirements. Monitors and reports on required corrective actions.
Serves as the Administrator for the Airport’s Program Management Information System (PMIS) which has been implemented to support the execution of the Master Plan capital projects.
As the PMIS Administrator, provides training for users identified by construction contractors, consultants, and the Airport staff. Issues permissions, monitors compliance with the Airport’s PMIS policies, supports the production of periodic PMIS reports, and coordinates with the PMIS provider (Kahua) for technical support.
Works with project management teams to organize project closeout actions. Tracks progress with closeout responsibilities and advises senior management of project closeout progress.
Supports the administration of the Airport’s Owner Direct Purchase (ODP) program for the Master Plan projects. Responsibilities may include the following.
Working with the Airport staff and contractors on identification of equipment and materials to be purchased by the Airport.
Providing the Airport with information required to issue purchase orders.
Tracking purchase orders, delivery of materials and equipment, and payments.
Advising senior management of any significant problems with lead times, disputes, missed deliveries, etc.
Assists the Program Controls Manager with various cost engineering tasks as assigned. These responsibilities may include the following.
Preparation of updated project cost reports.
Review of invoices.
Internal audits of project budgets and expenses.
Review of contingency and allowance usage.
Preparation of cash flow updates
To be considered for this position, and individual should be able to demonstrate the following experience.
Minimum 10 years of experience working on a document management team supporting a large capital program valued at more than $250 million. Similar experience in a non-construction environment will be considered. For example, working in a hospital, law office, educational system.
Minimum of 5 years of experience managing a document management operation.
Demonstrated experience with implementation and administration of a Program Management Information System (PMIS) comparable to Kahua.
Ability to describe previous experience developing and/or administering the policies and procedures for a large capital program or complex operation.
Participation in a cost management program for a capital program or business operation. Experience should demonstrate a knowledge of tracking costs against budgets, analyzing cash flows, making recommendations for use of contingency funds, and preparing updated cost reports.
