The Role
The Solution and Enablement Team is a cross‑functional Program Management–focused organization that supports Sales, Program Management (PMO), and Service Delivery teams by implementing structured, repeatable processes, tools, and providing expertise across the pre‑award and post‑award lifecycle, primarily within Public Sector (FED/SLED) engagements.
The team’s mission is to empower the ecosystem by developing and standardizing engagement models, playbooks, templates, and governance artifacts that improve deal execution, transition readiness, and overall customer experience. The Enablement Team partners closely with Sales, Solutions Engineering, Product, Procurement, Service Delivery, Service Assurance, and PMO stakeholders as well as Proposal and Capture managers to ensure opportunities are well‑planned, compliant, and delivery‑ready.
The Sr Project Manager on the Solutions and Enablement Team drives cross-functional alignment among technical resources, security, program management, legal, and financial stakeholders, supporting the development and on-time submission of public-sector contract proposals, as well as onboarding new one-off vendors. This role requires strong knowledge of federal and state procurement processes, IT and communications services solutions, and project management methodologies and tools.
The Main Responsibilities
Analyze IDIQ, RFI/RFP Requirements: Analyze and interpret Requests for Information (RFI) and Requests for Proposal (RFP) to ensure compliance and alignment with client objectives and solicitation requirements. Identify key deliverables, deadlines, constraints, and evaluation criteria.
Assist with Requirements Traceability Matrices (RTMs): Support the development and maintenance of RTMs to ensure all proposal requirements are addressed and tracked throughout the proposal lifecycle. Track updates through amendments and Q&A cycles, and coordinate with proposal leadership and SMEs to drive timely closure of gaps.
Develop Project Management Artifacts: Create detailed Work Breakdown Structures (WBS), Integrated Master Schedules (IMS), Contract Data Requirements Lists (CDRL)/matrices, Basis of Estimate (BOE) and Level of Effort (LOE) matrices, schedule narratives, and other relevant project documentation for proposal and delivery teams.
Plan Development: Draft and refine project management, implementation, and transition plans that align with RFI/RFP requirements and organizational standards. Define governance, deliverable cadence, roles and responsibilities, tools, dependencies, and acceptance criteria to support both proposal submission and post-award execution readiness.
Proposal Coordination: Collaborate with cross-functional teams, including security, technical, legal, finance, and other Lumen ECO managers, to ensure completeness and accuracy of staffing requirements and proposal submissions, including a Statement of Work (SOW) with flowdowns for third-party vendor agreements.
Stakeholder Communication: Facilitate regular communication with internal and external stakeholders regarding proposal progress, risks, and mitigation strategies.
Transition of Awarded Contracts: Oversee the smooth transition of awarded contracts to dedicated/operational Project Managers and PMO staff, ensuring all project documentation, plans, and requirements are effectively handed off.
Vendor onboarding standardization: Standardize vendor onboarding and quote-to-cash processes by developing documentation, templates, and governance checkpoints that improve solution readiness for new and one-off vendor offerings. Partner with procurement, legal, finance, security, and delivery teams to define required inputs, streamline approvals, and reduce cycle time while maintaining compliance.
What We Look For in a Candidate
Experience in federal and state proposal management, including familiarity with procurement regulations and standards.
Must have experience as a state or federal project/program manager, successfully overseeing/managing a Project Management Office (PMO) staff and small to medium state and federal IT contracts.
Experience with Earned Value Management System (EVMS) principles, reporting, and performance measurement.
Experience developing Bases of Estimate (BOEs) and detailed schedule narratives in support of proposal submissions.
Requires a strong understanding and experience managing IT and communications proposals (voice/VoIP, physical ISP/IT networks/systems, outside plant/inside plant, NaaS, etc.).
Strong analytical, organizational, and communication skills.
Ability to negotiate disparate responses and proposed solutions with ECO managers, capture/proposal leads, and offer management.
Highly proficient and experienced in project management software and tools (e.g., MS Project, Excel, MS Word, and SharePoint).
Experience with Microsoft CoPilot or related AI tools, as well as Salesforce.
Ability to work independently and effectively in a fast-paced, deadline-driven environment.
Familiarity with Lumen products and services preferred.
Must be able to pass a background check.
Education:
Bachelor’s degree in business, engineering, or a related field.
8+ years of related experience in project management
PMP or similar certification preferred.
ITIL certification (Foundation or higher) preferred.
Reporting Structure
This position reports to the Manager of Solutions and Enablement and collaborates closely with proposal/capture managers, PMO staff, PCO staff, technical subject matter experts, and potential implementation/operational managers (e.g., Security, Warehousing, Laboratory, NOC, FIT).
Compensation
This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

$111,074 - $148,099 in these states: CO HI MI MN NC NH NV OR RI
$116,364 - $155,152 in these states: AK CA CT DC DE IL MA MD NJ NY TX VA WA
