Job Description

Job Summary:

The Head of Measurement Centre is a strategic leadership role responsible for directing, managing, and continuously improving all measurement and quantity surveying functions across the organisation. The role will be to support the GCC business remotely with a focus on building a high-performing team, establishing standardised processes, and driving excellence in cost management and measurement practices.

As a key leader, the position ensures alignment of measurement operations with organisational goals, enhances efficiency through innovation and technology, and provides expert commercial guidance to senior management. The Head of Measurement Centre plays a critical role in decision-making, resource planning, and maintaining the highest standards of accuracy, governance, and performance across all projects

Duties & Responsibilities:

Leadership & Management

  • Lead, supervise, and develop the Measurement Centre team, including Quantity Surveyors and support staff.

  • Establish workflows, standards, and best practices for measurement and cost management.

  • Allocate resources effectively across projects to meet deadlines and priorities.

Measurement & Cost Estimation

  • Oversee preparation of detailed quantity take-offs and Bills of Quantities (BOQ) for Infrastructure, Building and MEP packages.

  • Ensure accuracy and consistency in measurements in line with international and local standards.

  • Review and approve all deliverables.

Project Support

  • Provide support to delivery teams in close co-ordination with the AECOM GCC leadership team.

  • Monitor project costs, variations, and financial performance.

Quality & Compliance

  • Ensure compliance with company policies, industry standards, and GCC construction regulations.

  • Implement quality control procedures for measurement outputs.

  • Conduct audits and reviews to maintain accuracy and consistency.

Technology & Systems

  • Drive the use of digital measurement tools, cost management software, and BIM integration.

  • Improve efficiency through automation and process optimisation.

Qualifications

Qualifications & Requirements:

  • Bachelor’s Degree Civil Engineering, or related field.

  • Professional license - MRICS preferred.

  • Minimum 15 years of experience in quantity surveying, with at least 5 years in a leadership role, managing a team of at least 10 employees.

  • Strong knowledge of construction methods, cost planning and BoQ production

  • Experience in preparing bids and fees for services.

  • Experience working on large-scale construction projects.

  • Middle East experience would be advantageous

  • Proficiency in QS software (e.g. CostX).

  • Excellent leadership, communication, and analytical skills.

  • Good verbal and written communication skills (English)
