Posting Dates: 03/27/26 04/10/26 OFFICE OF HUMAN RESOURCES Job Title: Personnel Services Representative Grade: 20 Salary: $44,500 - $46,000 DISTINGUISHING FEATURES OF THE POSITION: The work involves responsibility for gathering and analyzing data and preparing written reports and/or making oral presentations and designing new programs or systems on a variety of topics concerned with the administration of a local personnel program. Typical issues include, but are not limited to, fringe benefits, performance evaluation, employee orientation, personnel rules and regulations, employee suggestion systems, productivity, training, employee turnover and morale, and wage and salary administration. An employee in this class may be assigned to work in one or more of the above areas but not all. Data may be gathered through a variety of means such as, but not limited to, written surveys, personal interviews, telephone calls or library research. Written reports typically address existing conditions, analysis of data and recommendations for new or modified programs. Oral and written communication with local/national governmental and private industry representatives and employees is frequent. An employee in this class is under the general supervision of the Director of Employee Relations with much leeway for independent action in planning and developing new or changed programs and carrying out technical details of the work. This is a professional position in the Department of Personnel, Division of Personnel and Employee Relations, responsible for administering personnel programs for the efficient management of city employees. This position is distinguished from Employee Relations Technician which is primarily responsible for assisting in the conduct of contract negotiations and processing of grievance and disciplinary actions. It is also distinguished from Personnel Technician I in the Division of Civil Service administration which is responsible for assuring that personnel transactions taking place in all governmental jurisdictions within the city are in accordance with New York State Civil Service law. Supervision is not a responsibility of an employee in this class. Does related work as required. TYPICAL WORK ACTIVITIES: Gathers and analyzes data concerning the administration, cost and utility of existing and proposed fringe benefit and personnel programs. Recommends appropriate courses of action based upon data gathered, initial supervisory instructions or type of problems studied. Designs and develops new or revised personnel programs such as training programs, performance appraisal or job evaluation systems. Implements suggested changes or new programs under the general supervision of an administrative supervisor by coordinating procedures, time schedules, training and document preparation. Answers general inquiries from agency representatives or employees or the public regarding personnel policies, procedures and rules. Analyzes requests to allocate new positions or to change present salary allocations of existing positions and classes. Makes appropriate salary recommendations. May assist in the conduct of labor negotiations by observing negotiating sessions, researching demands, suggesting contract changes and proposing draft contract language to management negotiation team. May research and investigate grievance and disciplinary actions. MINIMUM QUALIFICATIONS: A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelors Degree; or, B. Four (4) years of paraprofessional or professional level work experience, or its part time equivalent; or, C.
