License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.
Education Qualifications: Bachelor's degree in related field required.
Experience Qualifications: Five years of finance and/or accounting experience required. Experience in financial reporting, capital projects accounting, supervising, and a working knowledge of PeopleSoft applications preferred.
Skills Qualifications: Knowledge of accounting and budgeting methods and theories; ability to use advanced spreadsheet and database software on the computer; high degree of skill in organization and problem-solving; ability to manage people and processes; effective written and oral communications skills; ability to analyze existing processes and identify areas for improvement; and knowledge of PeopleSoft applications.
Primary Responsibilities: Responsible for leading and directing the planning and development of the capital projects budgeting, accounting and reporting functions, and directing preparation of the district's Annual Comprehensive Financial Report (ACFR), including coordination of the audit by the independent certified public accounting firm.
Direct the capital budget development process to be utilized by divisions and department heads
a. Analyze and develop processes to track and monitor budgets for the capital funds in the school district budget
b. Function as Hyperion/Oracle EPM or other system for budget creation, tracking and reporting
c. Manage and maintain PeopleSoft ledgers relating to the capital funds budget modules (budget ledger, commitment control) for financial reporting and data integrity.
d. Conduct financial analysis and research on trends and variances providing reports to aid in the decision making process
e. Prepare ad hoc reports required for interim financial reporting for the CFO, CBOO, cabinet members, and district and school leaders.
Direct and coordinate and assist with the preparation of the ACFR.
a. Prepare and maintain financial transactions, statements and schedules in the ACFR
b. Stay abreast of GASB pronouncements and updates and implement as required.
c. Direct the distribution of the ACFR within timelines required for submission to the Board of Education and the Association of School Business Officials for participation in the Certificate of Excellence in Financial Reporting Program,
Direct the budget implementation/accounting for capital projects.
a. Prepare and maintain current year and multi-year budgets for capital projects.
b. Supervise the billing and reimbursement process for state funding of eligible capital projects.
c. Serve as liaison with the capital projects staff in the Division of Facilities and Operations.
d. Assist external auditors and Special Purpose Local Option Sales Tax (SPLOST) auditors with reports and schedules.
e. Lead the CIP process to ensure accurate reporting.
Direct the fixed asset accounting and reporting.
a. Lead the reconciliation of fixed assets to general ledger.
b. Create appropriate journal entries as needed.
c. Calculate depreciation expense and maintain schedules for reporting.
d. Prepares schedules and reports for fixed assets
e. Develop and implement a master tracking of all capital funded projects
f. Coordinate the dissemination of reports to department heads.
Lead the coordination and preparation of the GaDOE Financial Analysis Reports
a. Transmit reports to the external agencies
b. Assist with the coordination and preparation of reports
c. Analyze the district's financial records for proper reporting.
Provide leadership for the development and continuous improvement of business processes in the areas of financial reporting and capital projects
Stay abreast and informed of industry changes and best practices in K-12 financial reporting and capital project accounting.
Complete other duties as assigned by the Executive Director of Financial Reporting and Treasury Services.
Perform other duties as assigned.
