Minimum Qualifications

One year of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of economic stability social services experience; OR

Six years of full-time work experience in any field plus five years of economic stability social services experience; OR

A bachelor's degree plus five years of economic stability social services experience; OR

An advanced degree in a social sciences field, business, public, or health administration plus four years of economic stability social services experience.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Analyzes Federal and State legislation and regulations to determine impact on Agency programs and automated systems and provides findings and recommendations to the Economic Stability Manager 3 and executive management; assists in ensuring program policies and systems are aligned to the extent permitted by law or regulation.

  • Implements decisions of executive management and the Economic Stability Manager 3 by assisting in the formulation and execution of program policy; obtains required clearances from Federal funding agencies; initiates and supports revisions to the State Administrative Code, State Plans, and policy and procedural manuals that guide Field Operations staff.

  • Provides subject-matter guidance for the design, implementation, and testing of automated system changes and enhancements; reviews and approves training document revisions; prepares programmatic and fiscal impact statements on proposed legislation and Administrative Code changes; and provides technical guidance on contractual and program issues.

  • Selects, trains, and develops qualified staff to carry out assigned program and policy responsibilities.

  • Develops and applies management strategies to assign work, monitor outcomes, and ensure performance standards are met.

  • Directs and coordinates the work of subordinate staff through written and verbal communication to ensure achievement of Section goals and compliance with Federal, State, and Civil Service rules; evaluates performance, approves leave, ensures compliance with Agency policies, and initiates disciplinary action when necessary.

  • Assesses operational and resource needs, including technology, and submits requests to support program and Section goals.

  • Assists other LDH Sections in identifying and monitoring performance indicators and developing corrective action strategies to address performance issues.

  • Serves as backup to and will direct in the absence of the Economic Stability Manager 3 to ensure continuity of operations.
