Behavioral Health Alliance of Rural Pennsylvania Director of Human Resources in State College, Pennsylvania
Under the direction of the Chief Executive Officer (CEO), the Human Resource (HR) Director is responsible for a wide variety of human resource activities, including hiring and interviewing staff, benefits, and leave, and enforcing company policies and practices. The HR Director makes certain that benefit plans are administered in accordance with federal and state regulations and that plan provisions are followed.
MUST CURRENTLY RESIDE IN THE STATE OF PENNSYLVANIA. Applicants outside of Pennsylvania will not be considered.
The primary duties for this position will include:
Administer benefits programs for all new, existing, and outgoing employees, including updating employee information, providing support to employees, and open enrollment.
Develop, implement, and control benefit programs in a manner that ensures cost effectiveness, market competitiveness and internal equity among employees, as necessary or otherwise on a bi-annual basis.
Provide back up to fiscal department for entering and processing biweekly payroll.
Responsible for 401K administration, including distribution and year-end compliance.
Provide input in budget management and strategic planning initiatives.
Develops and maintains budget for all HR related activities in coordination with the fiscal department.
Maintain all employee personnel records. Conduct periodic audits of employee personnel records and files to ensure federal and state compliance (i.e. I-9's).
Recruit, interview, and facilitate the hiring of qualified job applicants for open positions; collaborates with management to understand skills and competencies required for openings.
Attend and conduct employee disciplinary meetings, terminations, and internal investigations, to include providing recommendations for resolution.
Implement and oversee the New Hire Orientation process. Facilitate the onboarding process for new employees, ensuring a smooth transition into the organization.
Develop and facilitate regular training(s) on HR related topics for employees, as required.
Create and maintain HR related policies within the policy manual and employee handbook to ensure compliance with labor laws and company policies.
Implement initiatives to enhance employee engagement and satisfaction. This includes organizing team-building activities and events and developing and managing employee recognition programs to acknowledge outstanding performance.
Develops and maintains a succession plan approved by the BHARP Board of Directors.
Works with the BHARP Board to support the CEO annual evaluation process.

- Bachelor's degree in human resources or a related field, or equivalent practical experience.
- Minimum of three years of relevant experience in Human Resources.
- Preferred: Human Resources credentials (e.g., PHR, SHRM-CP).

Due to the nature of our work, it is required to have certain licenses or clearances. These may include:
- Valid Pennsylvania driver's license and automobile
- Clearances: Child Abuse History, Criminal Record Check, DMV Record Check, FBI fin erprinting
- Medicaid exclusion check
- Immigration and naturalization (I-9) clearance
