Virgin Islands Water & Power Authority Distributed Energy Resources (DER) Engineer in St Thomas, Virgin Islands

: The Distributed Energy Resources (DER) Engineersupports the VI Energize Department by working collaboratively with cross-functional teams to develop, manage, and implement technologies that enable microgrids, solar-plus-storage systems, stand-alone energy storage, resource management, and other DER programs and initiatives. Key responsibilities include design review, project management, and value engineering related to WAPAs DER assets, controls, monitoring, and metering systems. This position will ultimately serve as WAPAs subject matter expert (SME) for DER controls, monitoring, and metering. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. : - Support the design, commissioning, construction, and operation of WAPA DER projects - Act as the WAPA SME for DER systems, including planned and emergency support of the WAPA DER Fleet - Support the customer resource management workflow for DER program approval and application processes - Develop and implement plans to improve the performance of existing and future DER - Support the development and implementation of coordinated DER dispatch through Virtual Power Plant - Develop and maintain an in-depth knowledge of WAPAs DER systems and components, including: OSI PI historian, protective relays, meters, RTUs, and site controllers - Lead research efforts on new and existing technology that can be implemented at member cooperatives to expand the effectiveness of DER - Develop a comprehensive sequence of operations for Microgrid integration for load control - Lead the expansion and research of Microgrid projects to include new opportunities and use cases that fit within design criteria and contractual requirements - Develop and maintain relationships with strategic external vendors and partnerships that support the construction, commissioning, and operation of WAPAs DER Fleet - Maintain up-to-date knowledge of safety standards, operational standards, and best practices related to DER projects (i.e. IEEE standards, UL safety standards, and EPRI best practices) - Maintain up-to-date knowledge of market conditions, including policy, interconnection, permitting, and competition - Provide technical support to other internal departments to ensure lessons learned and technical design standards are utilized to ensure consistency and operability - Manage relationships with research partners to meet the objectives of site-specific projects - Lead stakeholder meetings (internal/external) to engage stakeholders and share project information - Develop and deliver reports on workplace activities as directed by the Director of VI Energize - Establish and maintain a working knowledge and understanding of WAPAs resource portfolio and underlying contracts, as well as WAPAs wholesale rate structure - Develop and maintain optimal working relationships and coordination between departments with interdependencies at WAPA - Monitor regulatory and industry requirements for DER - Assist in the collection of data, analysis, and technology investigation in support of these new DER - Monitor developments and trends in DER technology to prepare for implementation at member cooperatives - Assist with annual work plan and budget preparations - Periodically report on activities in the work area - Maintain professional development - Develop presentations and white papers in support of updating WAPA and cooperative leadership, providing case studies to WAPA and partner entities, and advertising the capabilities of WAPAs DER fleet - Perform other duties as directed by the Director of VI Energize : - Knowledge of engineering practices and principles and experience in one or more of the following engineering fields: environmental, civil, mechanical, and electrica - Experience with building systems and equipment, including implementing energy efficiency measures and optimizing equipment use and scheduling to maximize energy and cost savings - Experience making routine determinations related to engineering principles and standards and offering recommendations for non-routine matters - Experience interpreting engineering documents, evaluating construction plans, and using data from Energy Management Information Systems (EMIS) to monitor and control mechanical systems - Ability to perform technical analysis - Ability to verbally communicate technical and nontechnical information to various stakeholders - Familiar with ASHRAE standards - Ability to manage time independently and meet schedules and deadlines - Ability to identify high-impact energy conservation measures and manage energy efficiency projects : A Bachelor of Science degree in engineering, computer science, or another analytically intensive field is required. Relevant work experience in industrial controls and automation may be considered in place of a degree with lesser analytical rigor.
