**The incumbent may be required to work from the primary location in St. Paul, MN twice per month.
This position serves as the system administrator and technical support lead for grants and contracts systems used by Minnesota Department of Children, Youth, and Families (DCYF) staff and partners. The incumbent will support system configuration, user access, data analysis, and continuous improvement of grants and contracts technology tools during implementation and over the lifetime of the systems. This position also assists the Office of Grants and Contracts (OGC) adopt streamlined and modern processes through the integration of expert technical solutions into day-to-day processes. Systems may include grants management platforms, reporting systems, and other enterprise applications supporting DCYF grantmaking and contracting.
Responsibilities include:
Configure and administer systems used for grants and contracts management, including managing role-based user access and system settings, and implementing system enhancements.
Provide technical support and guidance to system users, promoting consistent system use, maintaining data quality, and ensuring a positive user experience for internal and external users.
Enable data-informed decision making by leading the collection and analysis of system and user data, ensuring system data integrity, and extracting grants and contracts data from systems managed by OGC.
Serve as technical consultant for OGC staff, assisting with projects involving specialized technology needs that support the office with improving and modernizing DCYF grants and contracts processes.
Minimum Qualifications

Three (3) years* of experience supporting configurable software applications including system configuration and maintenance, system data analysis, and system enhancement implementation.
Experience must include the following:
Technical configuration of software solutions using built-in tools and low-code/no-code platforms to support business processes
Developing technical documentation and user guides to support system use and training
Troubleshooting system issues and providing technical support to users
Extracting and analyzing system data to support reporting or operational decision-making
Applicants who meet the above experience requirements will be further evaluated based on the following during the interview process:
Strong analytical problem solving, including diagnosing technical issues and designing effective system workflows
Ability to gather and synthesize information from multiple sources, determine what is most important, and identify the root causes of user or system problems
Proven success working collaboratively with technical teams and organizational leaders, building productive relationships across roles and disciplines
Strong communication and interpersonal skills to work effectively with a wide range of internal staff, external partners, and system users
Ability to navigate conflict, facilitate collaboration, and support user adoption of new systems and processes
*Associate’s degree in Information Systems/Technology, Data Science, or a related field may substitute for six (6) months of experience. A bachelor’s degree may substitute for twelve (12) months of experience.
Preferred Qualifications
Experience working in a state or public-sector environment, with a strong understanding of governmental policies, procedures, and state and federal requirements related to grants and contract management
Experience with Grant Management System technologies
Experience delivering formal system training to audiences with varying technical abilities
Experience maintaining data integrity in large and robust systems
Experience applying Continuous Improvement and Change Management principles
Variety of experiences working effectively with others from different backgrounds and cultures
