Hybrid work schedule available, up to 50% telework depending on business needs. This position exists to develop and maintain an effective program of collection, compilation, and analysis of energy statistics and serve as the central state repository of energy data as defined in Minnesota Statutes 216C.17. The position will serve as the subject matter expert and lead the data team in the coordination of data collection, documentation, and analysis for data projects led by the unit. The position manages and oversees the work of the data analysts and coordinates with staff across units on data projects. The position will also engage in strategic planning with department leadership around long-term data efforts and provides the data team with the training, skills, and knowledge to carry out those efforts.

Minimum Qualifications

Four (4) years of experience performing analysis, exercising judgment, and relying on knowledge in data analytics, modeling and forecasting complex systems, or energy regulation.

A Bachelor's degree in Public Policy, Environmental Policy, Economics, or a related field is equivalent to one (1) year of experience.

An Advanced degree in Public Policy, Environmental Policy, Economics, or a related field is equivalent to eighteen (18) months of experience.

Applicants who meet the above education/experience requirement will be further evaluated based on the following:

  • Knowledge of public policy principles sufficient to oversee the design, implementation, and evaluation of public programs.

  • Experience writing and presenting recommendations to decision making bodies.

  • Ability to organize and provide coordination of work with other staff.

  • Ability to communicate complex data analyses and findings to decision makers.

Preferred Qualifications

  • Project Management Certificate or experience.

  • Lead Worker experience.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
