Ready to make an impact? Join the internal Human Resources team at Minnesota Management and Budget (MMB), where we support nearly 380 dedicated employees! As a Staffing Specialist, you will be part of a team of seven and will perform human resources services and consultation related to staffing functions, like job classification, compensation, recruitment, selection, and contract administration. This position performs job classification audits, provides organizational development planning and recruitment strategy, and vacancy-filling consultations within the agency.

Job duties for this position include:

  • Coordinating the selection and staffing processes by developing recruitment plans, qualifications for vacancies, interview questions, and more

  • Posting vacancies and recommending other appropriate recruitment methods as needed to find qualified candidates

  • Reviewing resumes and advising managers on interview and selection practices

  • Determining the appropriate job classification of new, vacant, and occupied positions so they are properly allocated, employees are compensated adequately, and consistency is maintained, writing job audits

  • Consulting with managers and supervisors to identify needs and provide creative alternatives as necessary to meet the needs of the agency

  • Drafting and editing position descriptions and advising managers on the job classification process

  • Advising managers and supervisors on interpretation of bargaining unit agreements, compensation plans, policies, and procedures

  • Discussing and consulting with supervisors regarding workforce planning, knowledge transfer, and organization set up to establish staffing plans for the future

Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.

Minimum Qualifications

Two (2) years of experience performing human resources functions such as recruiting, labor relations, job analysis, policy interpretation, compensation, or other equivalent HR program administration.

Experience must include:

  • Using and familiarity with a human resource information system (HRIS) such as PeopleSoft, Workday, ADP, BambooHR, etc.

  • Applying and advising on employment laws, rules, collective bargaining agreements, and ensuring compliance

  • Writing and communication skills sufficient to convey complex ideas and strategies in a clear, professional, and respectful manner that is free of errors, grammatically correct, and consistent

  • Attention to detail and organization skills sufficient to accurately track tasks, manage multiple deadlines, follow established procedures, and identify and correct errors in documents or data

  • Interpersonal skills sufficient to interact professionally with managers, supervisors, employees, applicants, and the public

  • Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.

A bachelor’s degree in human resources management, organizational development, industrial relations, or organizational psychology may substitute for one (1) year of experience. A master’s degree in a similar field may substitute for eighteen months of experience.

  • Experience analyzing job content and completing classification audits to determine appropriate classification

  • Experience with SEMA4 and/or Recruiting Solutions

  • Experience processing and reviewing human resources transactions and reports

  • Experience analyzing or creating compensation requests for experience and equity

  • Experience in a union environment and interpreting bargaining unit agreements

  • Experience performing HR functions in public service (municipal, county, state, federal, or Tribal)
