About the Paid Leave Division:

Paid Leave is a new program that launched January 2026. The program provides partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.

Position Purpose:

This Senior Reporting Analyst - Program Integrity position exists to develop, maintain and organize reporting solutions that support strategic decision-making and program performance of the Program Integrity Fraud and Compliance teams within the Paid Leave Department. Under limited supervision, this position utilizes a comprehensive and technical knowledge of data analytics technologies to discern, produce and communicate actionable intelligence from raw data and provide holistic reporting based on team needs. This position brings a spirit of customer service in responding to requests for data, dashboards and analyses from stakeholders across different levels and functions of government. The incumbent leverages a deep knowledge of the policies and procedures of the Program Integrity team to drive reporting solutions that optimize processes and achieve measurable outcomes.

Key Responsibilities:

  • Develop, Manage and Maintain Program Integrity Reporting Portfolio : Position will be responsible for evaluating needs and identifying, building, refining and delivering on-going data driven reporting to support Fraud and Compliance efforts. In addition this role will support Program Integrity supervisors and leaders by providing reporting around key performance indicators (KPIs), trend identification, productivity measurement, assessment of the quality of outputs, and uncover areas of inefficiency enabling informed decision-making and continuous improvement.

  • Team Engagement – Engage with teams to develop an excellent understanding of their data and analytics needs. Meet teams where they are in terms of technical ability to convey a correct understanding of the reporting solutions delivered through consultation, creation of training materials and hand-on training.

  • Innovation: Contribute to the continuous improvement of initiatives that leverage data to achieve goals. Foster innovation in contributing to the goal of delivering measurable value while meeting objectives.

  • Start-up spirit: Be prepared to adapt and take a hands-on approach in the early phases of the program and support iterative growth of the team and processes.

This position will be based out of the St. Paul office.

This is a temporary unclassified appointment anticipated to last up to three (3) years.

Minimum Qualifications

Three (3) years of experience extracting/transforming data from relational databases and visualizing data using Power BI or Tableau with one (1) or more of those years analyzing data and producing actionable fraud and/or compliance driven reporting.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Experience in Structured Query Language (SQL) and Excel

  • Experience creating and updating operational dashboards that track key metrics and support daily program needs

  • Ability to translate business questions into data-driven insights and recommendations

  • Ability to present complex data in a clear and compelling way to non-technical stakeholders

Preferred Qualifications

  • Bachelor’s degree in information technology, statistics, mathematics, economics, business administration, finance, criminal justice, criminology or other closely related field as determined by the agency

  • Ability to adapt and take a hands-on approach during the early phases of a program, supporting the iterative growth of teams and processes

  • Ability to understand and interpret state statutes, policies, procedures, as well as relevant laws and regulations

  • Experience working in and supporting a large, diverse, and dispersed team

  • Experience with data modeling

  • Experience with data warehousing tools (Databricks, Snowflake, Redshift)
