This position represents Vocational Rehabilitative Services (VRS) in technical financial discussions, supports agency-wide policy development, and ensures that financial operations align with the Department of Employment and Economic Development's (DEED’s) mission and strategic goals. This position is responsible for the management of all VRS Administrative Contracts, Partner Agreements, Infrastructure Funding Agreement (IFA)/ Memorandums of Understanding (MOUs) along with the management of VRS Fleet vehicle contracts. This position will also facilitate the related procurement, invoices, asset management, order fulfillment, and records retention. This position provides technical assistance and support to VRS Leaders regarding fiscal processes and planning in support of the overall work of VRS Operations.
This position will be based out of the St. Paul office. This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications

One (1) year* of experience in financial analysis and contract management.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience in preparing reports, summarizing financial reviews, findings, trends, risks, and presenting information to leadership while recommending process improvements.
Ability to provide technical guidance to senior leadership on contracts.
Ability to work within a team environment, assisting others as needed to ensure team objectives are met in a timely manner.
Ability to communicate complex financial concepts clearly to diverse audiences.
Preferred Qualifications
Bachelor's degree in accounting, finance, business administration, or other closely related field as determined by the agency.
Experience with federal financial regulations, including Uniform Guidance, Generally Accepted Accounting Principles (GAAP), and Code of Federal Regulations (CFR).
Experience with Professional Technical Contracting and the Office of State Procurement.
Experience with SWIFT, Procure IT, or similar enterprise financial systems.
Experience developing financial policies, procedures, or training materials.
