This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
As a Project Specialist, provide program and contract support to promote the advancement of the department’s external contracting opportunities and equity goals in civil rights programs. Responsibilities include:
Developing statements of work for On-the-Job Training (OJT) and Disadvantaged Business Enterprise (DBE) Support Services;
Developing and implementing programs for women, minority, and disadvantaged individuals in business development statewide by participating in stakeholder groups to make program improvements;
Coordinating the federal and state grant and contract management process for Business and Program Development
Developing training for workforce and small business consultant contracts and vendors to ensure compliance; and
Performing other duties as assigned.

Minimum Qualifications
Three years of professional experience administering workforce development or business support programs that include:
Experience administering and monitoring contracts and/or grants.
Experience analyzing and interpreting statutes, rules, laws, regulations, etc.
Experience administering a program budget.
Preferred Qualifications
Knowledge of 2 CFR 200 and federal grant processes.
Experience interpreting civil rights law, equal opportunity law and/or contract law.
Knowledge of transportation construction concepts, techniques, operations, materials, and equipment.
