This position is located at Central Office in St. Paul and may have the flexibility work a hybrid schedule, with a requirement to work 50% time in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
The Planning and Programming Unit Supervisor is responsible for supervising staff in the development and delivery of coordinated and integrated transit plans and research, program delivery, policy implementation, and transit data management and integration. This work occurs in conjunction with internal staff, transit system partners, MnDOT Districts, regional planning partners, stakeholder, agency leadership and local units of government throughout Greater Minnesota. The incumbent will ensure alignment with statewide transit and agency goals. This includes achieving and monitoring program outcomes and conducting data-driven evaluations.
Minimum Qualifications
Three years of professional supervisory (supervising professional employees) experience OR four years of advanced professional experience.
Experience must also demonstrate the following:
Experience with transportation planning and/or program management methodologies, including developing transportation plans, performance measurement, and project or program budget planning.
Experience coordinating with external stakeholders.
Experience with state and federal transit laws, regulations, and guidance.
Experience working as a project leader or lead worker.
Note: A Bachelor's or Master's degree in Urban and Regional Planning, Urban Studies, Public Policy, Public Administration, Political Science, Geography, or Sociology substitutes for six months of advanced professional experience.
Preferred Qualifications
Experience with state and federal transportation funding programs.
Experience with administering grant solicitations and management.
Experience working with or providing work direction on analytical and statistical data tools and database software programs.
