The Managed Care Policy Specialist provides leadership, coordination, and oversight of Minnesota’s managed care programs, including Minnesota Senior Health Options (MSHO), Minnesota Senior Care Plus (MSC+), and Special Needs Basic Care (SNBC) – both Integrated and Non-Integrated. The role focuses on ensuring alignment of policies, procedures, and quality monitoring related to home and community-based services (HCBS) and home care for individuals of all ages.
The position is responsible for maintaining compliance with State and Federal guidelines, including requirements from the Centers for Medicare & Medicaid Services (CMS), through the accurate completion and maintenance of Health Risk Assessments and corresponding support plans within the MnCHOICES application. It ensures consistency and quality across HCBS programs within the Aging and Disability Services Administration by leading the development, implementation, and evaluation of managed care requirements and policies.
Minimum Qualifications

3 years professional experience with Medicare and Medicaid policies and benefits. Experience must include the following:
Experience with Home and Community Based Services (HCBS) for older adults and persons with disabilities
Knowledge of Managed Care contracts and federal requirements pertaining to Dual Eligible Special Needs Plans (D-SNPs), in Minnesota known as Minnesota Senior Health Options (MSHO) and Integrated Special Needs Basic Care (SNBC)
Extensive understanding of county, tribal and managed care organizational structures and delivery of long term care benefits
Comprehensive understanding of the Health Risk Assessment and corresponding support plan
Bachelor’s Degree in Human Services, Public Policy, Social Work or related field may substitute for 1 year of experience OR Master’s degree in Human Services, Public Policy, Social Work or related field may substitute for 2 years of experience
Preferred Qualifications
Understanding of the various purchasing strategies used in managed care programs including capitation rates for elderly waiver.
Experience with DHS systems including but not limited to the MnCHOICES application and MMIS
Extensive understanding of human services IT systems and IT projects and translating policy into operational functions
Comprehensive understanding of and experience interpreting federal and state laws and regulations managed care eligibility requirements.
Variety of experiences working effectively with others from different backgrounds and/or cultures
