The Department of Employment and Economic Development (DEED) is seeking a Learning Operations and Systems Specialist to support agency-wide learning, development, and employee experience initiatives. This role provides operational leadership for learning systems, compliance tracking, training logistics, reporting, and event coordination.

This position plays a critical part in ensuring that learning and engagement initiatives are delivered accurately, efficiently, and with strong operational discipline.

Responsibilities include:

  • Serve as an agency administrator for the enterprise learning management system (LMS) and LinkedIn Learning platform.

  • Manage training assignments, class rosters, learner groups, and training records within enterprise learning systems.

  • Monitor mandatory training compliance and generate reports to support agency accountability.

  • Coordinate logistics for leadership development sessions, new employee orientation, town halls, manager meetups, and other employee experience initiatives.

  • Support dashboards, data tracking, and reporting related to learning participation and engagement efforts.

  • Troubleshoot learning system issues and coordinate with enterprise partners such as MMB or MNIT as needed.

  • Develop and maintain standard operating procedures and user guides related to operational and system support.

  • Manage purchasing workflows, vendor documentation, and event coordination support for learning initiatives.

  • Provide production and technical support for virtual and hybrid learning sessions.

  • Serve as an emerging trainer by developing and delivering designated learning modules and supporting facilitation activities.

This position requires very occasional travel that may be necessary beyond the standard on-site requirement.

Minimum Qualifications

Two (2) years* of experience supporting learning operations, training administration, compliance tracking, event coordination, or systems-based program support.

*Associate’s degree in Training and Development, Human Resources, Education, Organizational Development, Business Administration, Public Administration, Communications, or other closely related field as determined by the agency may substitute six (6) months of experience; bachelor’s degree substitutes for one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Experience administering or supporting a learning management system such as Enterprise Learning Management (ELM) or a similar platform

  • Experience tracking training, compliance, or participation requirements and generating associated reports, dashboards, or spreadsheets to support management decisions

  • Experience coordinating and supporting in-person, virtual, or hybrid training sessions, live events, or program logistics

  • Experience managing multiple projects, schedules, or operational processes at the same time

  • Experience maintaining systems, records, or data with a high degree of accuracy and ability to identify issues, resolve problems, and escalate matters appropriately

  • Experience communicating with a variety of stakeholders in a professional and service-oriented manner

Preferred Qualifications

  • Experience supporting purchasing activities, vendor coordination, or training-related administrative workflows

  • Experience serving as a technical producer for virtual learning or meetings

  • Experience facilitating or co-facilitating training sessions

  • Knowledge of eLearning tools, instructional design principles, adult learning theory, and evaluation methods for training effectiveness

  • Effective communication skills to write, edit, proofread, and clearly communicate complex information to a wide and varied audience

  • Knowledge of accessibility concepts, standards, and accommodations for learners within a government setting
