This position is eligible for telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. With a high degree of independence, this position supports program-level policy and program development for homeless assistance programs as part of the Grant Programs Team of the Homelessness, Housing and Support Services Administration at Department of Human Services (DHS). This position is primarily focused on the Long-Term Homeless Supportive Services Fund (LTHSSF) and collaboratively supports all Homelessness, Housing and Support Services (HHSSA) homeless assistance programs, including THP, HSASMI, FSH, PATH, CHAP, SLMH, CLI, ESP, ESG, HYA, and Safe Harbor and Housing. The position provides coordination with external and internal partners and contributes substantially to shaping statewide efforts that improve housing stability for people experiencing homelessness across Minnesota, including people with substance use disorders, mental health issues, and developmental, physical, or other disabilities. Operating with minimal oversight, the position develops policy and operational strategies and informs statewide service delivery efforts. This role integrates complex programmatic information to ensure best practices and innovation across housing and homelessness systems. This position implements DHS legislative and administration recommendations to end homelessness in Minnesota. This position also provides guidance and training to DHS colleagues and other state staff based on their expertise in housing policy and programming.

Responsibilities include, but are not limited to:

  • Provide program-level leadership in development of housing and homeless response policy, incorporating data and information systems on housing and programming options for a continuum of services for people experiencing homelessness. Responsibilities include technical assistance to non-profit providers, local units of government, and tribal nations, consultation and training regarding homeless services regulation, funding and eligibility limits. Provide leadership and direction to housing organizations and associations to increase knowledge of DHS programs available to constituencies. As a DHS housing policy expert, act as a liaison with MN Housing, MN Department of Health, other state agencies, the US Department of Housing and Urban Development, the US Department of Health and Human Services, and other government agencies regarding housing and homeless services.

  • Provide leadership on program planning and implementation for one or more homeless assistance programs. Direct program operations across DHS and subgrantees, aligning federal, state, and agency goals. Ensure program execution meets federal and state requirements and leverage cross-agency coordination with state and federal agencies

  • Develop DHS policies and procedures for homeless programs to support a continuum of programming for people experiencing homelessness. Play lead role in developing policy and legislation related to housing and homeless programming for homeless populations including single adults, families with children, and youth. Provide expertise to DHS, MN Housing, MN Department of Corrections, MN Department of Education, MN Department of Health, and MN Department of Children Youth and Families grant review processes to ensure new and continuing community-based services and housing.

  • Direct, organize, and manage information-sharing, training, and technical assistance to build the capacity of nonprofit agencies, counties, tribal nations, and support agencies experiencing challenges.

Minimum Qualifications

Three (3) years of high-level work experience in a supportive housing services program.

Experience must clearly demonstrate:

  • Working knowledge of current homelessness service strategies and/or best practices.

  • Analyzing data from multiple sources to ensure program compliance.

  • Working knowledge of Homeless Management Information System (HMIS) and other similar/related housing systems.

  • Familiarity with continuous improvement processes.

  • Lived experience in homelessness and/or housing instability or experience working with those experiencing homelessness and/or housing instability.

  • Strong understanding of how county administers public assistance programs.

  • Using technology proficiently, including Microsoft Office and web tools.

*Bachelor’s degree in counseling, psychology, social work, or related fields can substitute for one (1) year of required work experience.

Master’s degree in counseling, psychology, social work, or other related fields may substitute for two (2) years of work experience.**
