Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a grant monitoring supervisor for all Local Housing Government Programs. The Supervisor will be responsible for managing a team who will conduct monitoring, disbursements and financial reconciliation activities to assess grantees’ compliance with contractual requirements as outlined in their grant agreements. Grantees are Tribal governments, local units of government, nonprofit organizations, and others. Programs being monitored include the Bring It Home Rental Assistance, Greater Minnesota Small Cities (Tier II Cities) Housing Aid Grant, Local Housing Trust Fund, Greater Minnesota Infrastructure Grant Program and Lead Safe Homes Grant Program.
The Grants Monitoring Supervisor will serve as a new member in the grants work for the Local Government Housing Programs team. The Grants Monitoring Supervisor will work closely with program managers, Agency grants management, legal, finance teams, and risk management teams. This position will determine priorities within the work unit, establish standards related to monitoring and compliance on the team, and oversee the development of policies and procedures that result in successful grant contracting activities of the Agency. With external partners, the Grants Monitoring Supervisor will ensure proper utilization of grant funds, adherence to reporting requirements, and achievement of program objectives.
Essential Job Duties
Supervise and coordinate grant monitoring, disbursements and financial reconciliation activities for the Local Government Housing Programs team and outline objectives and scope of monitoring activities, financial reconciliation and disbursement procedures.
Oversee the development and management of grants monitoring, disbursement, financial reconciliation and reporting policies and procedures.
Oversee the ongoing monitoring, disbursement and financial reconciliation of all LGHP grant programs; ensure that all monitoring plans are implemented effectively, reports outlines findings and concerns, and corrective actions are resolved.
Engage with internal and external partners related to Local Government Housing Program department monitoring, disbursement and financial reconciliation activities.
Makes, studies and analyzes the effectiveness of programs; identifies problem areas and recommends solutions.
Perform other duties as assigned.
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Four (4) years’ experience in administering state or federal grants, grants monitoring, quality control reviews, compliance audit experience, contract management with vendors, or grants management with Minnesota Housing, other state department administering grant program(s) or relative experience in an organization that performs similar functions.
A Bachelor’s degree in public administration, business administration, finance or accounting may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience.
Demonstrated leadership experience, including at least one of the below:
Experience as a manager, supervisor or team lead
Completion of a similar or equivalent leadership development program through the state of Minnesota or another organization
A paid or unpaid position leading a project or program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include:
1+ years of identifying issues, goals, and strategic actions and
100+ hours per year time commitment

Minimum of 2 years’ experience in a supervisory role with responsibilities including hiring, training, coaching, mentoring, disciplining and managing work assignments
Strong understanding of grants management principles and OGM policies and the ability to analyze and solve problems to determine if program requirements were met by administrators.
Ability to develop a thorough understanding of program related policies and procedures and apply that knowledge in evaluating and making sound judgments related to the performance of a vendor in compliance with those policies and procedures.
Technical skills and proficiency with Microsoft Outlook, Word, and Excel used to communicate and schedule meetings with administrators and document the results of the monitoring activities for internal and external use.
Demonstrated excellent consultative and communication skills with internal and external partners sufficient to relay the reasoning for findings, identify options for remediation, and discuss process improvements.
Demonstrated organizational and time management skills and attention to detail
Preferred Qualifications
5 years' experience in a supervisory role with responsibilities including hiring, training, coaching, mentoring, disciplining and managing work assignments.
5 years of experience in program monitoring, quality control reviews, compliance audit experience, contract management with vendors, or program management with a Minnesota Housing partner administering state grant program(s) or in an organization that performs similar functions.
Strong understanding of grants management principles and OGM policies and experience applying them.
Project management experience or certification
