The Fiscal Operations Lead will lead the operational accuracy, integrity, and day-to-day functionality of the Disability Waiver Rate System (DWRS). This position serves as the primary technical and operational resource for DWRS system performance, documentation, testing, troubleshooting, and user support. Responsibilities include:

  • Ensure DWRS calculations, logic, and outputs are correct, aligned with current policy, and functioning reliably for internal and external partners statewide

  • Maintain and govern DWRS documentation

  • Coordinate system testing and verification

  • Identifies operational risks

  • Collaborate with MNIT, fiscal policy, and other DHS teams to ensure consistent and accurate system performance

  • Provide training, technical assistance, and operational guidance to internal staff, lead agencies, and service providers

Minimum Qualifications

3 years of experience supporting disability waiver rate systems and public programs. Experience must include the following:

  • Knowledge of information systems and applications used to calculate, authorize, and manage disability waiver service rates

  • Knowledge of project management principles and tools used to coordinate system updates, testing, and documentation

  • Knowledge of state and federal requirements that guide DWRS system functionality and operational compliance

Bachelor’s Degree in Human Services, Public Policy, Accounting/Finance or related field may substitute for 1 year of experience

Preferred Qualifications

  • Ability to identify, investigate, and resolve DWRS system issues and operational risks

  • Ability to coordinate and lead system testing, including user acceptance testing (UAT), and verify system changes

  • Ability to provide training, technical assistance, and operational guidance to diverse users

  • Ability to work collaboratively with MNIT, policy staff, and internal teams to support system accuracy and alignment

  • Variety of experiences working effectively with others from different backgrounds and/or cultures
