This position is located at Central Office in St. Paul and may have the flexibility to work a hybrid schedule or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
This position provides program management and oversight for the development and implementation of the State’s emission-reduction legislation as it applies to the transportation sector. The role leads a professional program focused on planning, administration, and analysis to ensure transportation plans, programs, and projects align with statewide emissions - reduction goals and statutory requirements.
Under the direction of the Planning Director with the Office of Sustainability & Public Health, this position coordinates and communicates activities across multiple departmental offices to advance the emission reduction initiatives and to support related sustainability objectives.

Minimum Qualifications
Three years of advanced professional transportation, sustainability, or public administration planning experience.
Experience must also demonstrate:
Experience fostering collaboration with partners across public agencies or organizations, including coordinating and building consensus among stakeholders with divergent views and;
Experience creating and delivering communication materials, documents, or reports that clearly explain complex technical information to both technical and non-technical audiences.
Preferred Qualifications
Experience managing statewide or multi-agency planning initiatives related to emissions reduction, sustainability, or transportation.
Experience designing or improving planning processes or methodologies, such as assessing the Greenhouse Gas impacts of transportation projects.
Experience interpreting State or Federal legislation and rules and their application within the development of transportation infrastructure.
Experience with change management and organizational communication, especially integrating change within operational limitations, developing training, or connecting technical changes to wider policy objectives for internal and external stakeholders.
NOTE: A Bachelor's or Master's degree in Planning, Geography, Urban Studies, Sociology, or Political Science substitutes for six months of advanced professional experience.
