Minnesota’s Child Care Assistance Program (CCAP) is a large ($600 million; serving 3,700 providers and 25,000 children) program with complex federal and state funding that requires significant program operation leadership, including to direct policy adherence, payments to providers, technical assistance, ongoing engagement with child care providers for implementation, compliance and monitoring, technology implementation, communication, data analysis, state and federal reporting, budgets and more. This position directs the work of mid-and high-level professionals in broad administrative direction for three major components of the CCAP program. This position supervises the Provider Supports team within the Child Care Assistance program unit, overseeing the: 1. CCAP registration process and provider compliance; 2. engagement and advising child care providers and the state on procedural and policy changes, 3. ensuring systemic shifts for any policy change are implemented and 4. Administrative budgets.

The incumbent provides day-to-day supervision to a team of provider support specialists and provider support lead analysts who perform policy analysis, development and policy administration for broad components of CCAP. The incumbent directs their team on the implementation of the CCAP registration and renewal process ensuring that state and federal laws and rules are met, ultimately determining which providers are eligible for payment and represents appeals that may result due to CCAP decisions. The supervisor directs state employees to gather and synthesize feedback from child care providers, counties, Tribal Nations, families, and other partners, and integrates findings into complex policy change that accounts for limitations with law, policy, program parameters. The incumbent uses this assessment of CCAP program activities to direct program staff to implement systemic change efforts to support positive and equitable outcomes for children and families. Change efforts include directing IT system development and maintenance is aligned with business policy needs and analyzing resource distribution to avoid duplication between system investments.

The supervisor advises legislative development planning and represents the unit or department, as needed.

Responsibilities include:

  • Supervise staff in accordance with labor agreements to direct the work of others and ensure high levels of productivity, dedication to quality output, and job satisfaction are fostered and maintained.

  • Evaluate program implementation against policy and programmatic objectives and determine opportunities for policy solutions. Direct staff on CCAP policy development and implementation using client feedback and additional data analysis. Set priorities for staff in the implementation of program policy ensuring operational procedures are developed and revised, accounting for budget impacts.

  • Direct, assign and control the work flow of ensuring the gathering, synthesis, communication, reporting and implementation of feedback from child care providers, counties, tribes and other partners to inform future policy development. This includes directing contact with internal and external partners to understand current policy and programmatic challenges and proposing solutions to resolve problems discovered in program implementation, policy changes, etc. Ensure adequate information is communicated for partners to productively provide feedback.

  • Direct broad systemic change efforts to support positive outcomes for children and families, including integration with other major systems efforts within the Administration and enterprise to reduce duplication and directing business need integration in technology solutions.

  • Represents the broad work of the unit with other government officials within DCYF and across state agencies including in MNIT, Office of Inspectors General, Early Learning Scholarships, the Governor’s Children’s Cabinet, etc.

  • Represent work internally with Child Care Services Division leadership, including division managers, supervisors, and the Division Director to advise on directing the work of the division, to ensure that priority work is completed, communication is facilitated, and fiscal and human resources are used effectively.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

o 1+ year of experience identifying issues, goals and strategic actions

o 100+ hours per year time commitment

AND

Four (4) years of work experience working with cash, SNAP, child care, early care and education or MAXIS/MEC² systems. Experience must demonstrate:

  • Knowledge of legislation, rule, policy, procedures governing early childhood, child care, schoolage care or public assistance programs

  • Managing financial resources and working with budgets

  • Public policy analysis and development sufficient to create and coordinate policy and programs to improve performance outcomes

  • Program planning sufficient to develop and recommend planning strategies regarding programs, policies, and legislation

  • Thorough knowledge and understanding of the roles and relationships of county, tribal, state and federal agencies

Preferred Qualifications

  • A Bachelor’s or Master’s Degree or higher in Child Development, Early Childhood, Education, Public Policy, Human Services or another related field.

  • Organizational, planning development and evaluation experience.

  • Excellent written and oral communication skills sufficient to present on materials to a variety of stakeholders.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
