Summary Director, Office of Contract Services Responsibilities ADDITIONAL INFORMATION: The incumbent serves as the National Geospatial-Intelligence Agency's (NGA) Senior Procurement Executive (SPE), Head of Contracting Activity (HCA), and Director of the Office of Contracts Services. The incumbent is responsible for management direction of NGA's procurement system, including implementation of unique procurement policies, regulations, and standards. The incumbent reports to the Chief Acquisition Executive (CAE) and is responsible for advising and assisting the CAE, the Director of NGA, the Program Executive Officers (PEOs) and other senior agency officials on procurement and contracting matters to ensure that the mission of NGA is achieved. Specifically, the incumbent: *Oversees procurement and contracting for NGA. Advises senior leaders regarding the appropriate contract strategies to enable NGA's mission and strategic objectives. Ensures alignment of OCS goals with the agency's mission and strategy; *Monitors performance of the agency's contracts and assists the CAE and PEOs in evaluating the performance of acquisition programs against applicable performance measurements. *Ensures NGA effectively uses full and open competition in its acquisitions; *Establishes a supportive climate for attainment of DoD small business goals; *Supports annual financial statement audit activities; establishes and tests appropriate internal controls; *Champions a broad range of effective contracting strategies including commercial contracts, other transactions, performance-based contracting and other innovative contracting methods; *Leads the development of procurement policies, ensuring all NGA procurement and contracting are accomplished ethically and in a legally sufficient manner by identifying, interpreting, and complying with relevant statutes, regulations, directives and guidance; *Executes key governance processes. Chairs the Contract Review Board and serves on the NGA Acquisition Council (NAC); *Selects and appoints Contracting Officers, ensuring the workforce maintains appropriate DAWIA certification, education, and training; *Incentivizes and rewards risk taking and innovation from the contracting workforce; *Represents NGA and OCS at various internal and external meetings, conferences, and other events; *Uses collaboration, conflict management, and communication skills to build and sustain positive relationships among NGA, Department of War (DoW), and Intelligence Community (IC) partners. The incumbent is also responsible for leading the full spectrum of career development activities for NGA's contracting workforce and ensuring a highly capable and stable workforce. In this capacity the incumbent oversees recruitment, assignments, career development, and promotion of the OCS workforce in accordance with legal requirements established by NGA and the DoW. Requirements Conditions of Employment Security Investigation SPECIAL INFO: SPECIAL REQUIREMENTS: Qualifications MANDATORY QUALIFICATION CRITERIA: Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. Successful applicants will be distinguished from other applicants by a review of the Technical Qualification (TQs) and Education Requirements, if required. An applicant's resume must show that their experience, education and accomplishments reflect the competence and professional standing required to provide expertise needed for this position. RESUMES MUST NOT EXCEED TWO (2) PAGES. Resumes over the two (2) page limit will not be reviewed and will be disqualified. Resumes that do not clearly address TQs will not be adequate for evaluation. Failure to meet a TQ requirement will disqualify an applicant. EDUCATION REQUIREMENT: Bachelor's degree from an accredited college or university. TECHNICAL QUALIFICATIONS (TQs) 1. Expert knowledge of the Federal and Department of War acquisition system (policy and processes) including areas of recent or planned acquisition reform and utilization of DoW procurement authorities. 2. DAWIA Contracting Professional Certification (or equivalent). 3. Extensive hands-on experience leading a large workforce and overseeing pre and post award procurement and contracting activities. 4. Experience preparing responses to agency-level and Government Accountability Office and Court of Federal Claims protests. 5. Expert knowledge of government contracting and legal basis for contractual authorities and decisions with demonstrated ability in a variety of contracting activities including services, commercially available products, MSA/ACAT 1 level capabilities, software development programs, research and development, and information technology. 6. Demonstrated capacity to anticipate customer needs and independently translate strategic intent into innovative contract strategies. 7. Demonstrated ability to transform contract processes with emphasis on speed, responsiveness, efficiency, flexibility, and execution. In addition to the above Technical Qualifications, the below qualifications are also desired: 1. Experience at the DISES Tier 2 level or equivalent (examples of equivalent position designations: SIS-2, SNIS Executive-2, SES-II, SES-III, military experience at the General or Flag Officer level). Such experience could include assignments as a leader/deputy of an organization at or below Agency level, component Director or Deputy, successful joint duty at the Tier 2 level, served as a senior functional authority with strategic focus on and accountability for major programs; managing or performing as the senior technical advisor for large programs, personnel or organizations; experience in budget formulation, overseeing, and enforcing Component/agency policy; experience as the approval authority for major command or equivalent policies, resources, and programs; representing specific functional areas at interagency meetings; and experience serving on strategic boards, committees, and other groups pertaining to assigned functional areas and knowledge of the NSG and ASG programs. Education Additional Information OTHER REQUIREMENTS: 1. Applicant selected for this position is subject to the completion of a one-year DISES trial period. (Applicants selected from outside NGA may be required to complete a two-year DCIPS trial period if they have not already done so.) 2. This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance. Successful completion of a polygraph examination is required for employment by NGA. 3. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Financial Disclosure Report (SF-278) with the NGA Office of General Counsel. 4. Employment is subject to requirements of the NGA Drug Testing Program.
