Position: Associate Director - Full Time Location: Springfield and Holyoke, MA Hours: 40 hours per week Schedule: Monday - Friday 9:00am-5:00pm; occasional weekends, holidays, and evenings Associate Director Overview: The Associate Director must demonstrate the ability to lead a diverse team within a defined geographic region, program area, or funding structure. The Associate Director for AFC Programs serves as the agency?s subject matter expert on the Adult Family Care (AFC) Program, which is developed and modeled after MassHealth-funded Adult Foster Care services. This role requires extensive experience and comprehensive knowledge of all aspects of AFC program operations, including regulatory compliance, staffing, billing, audits, and program administration. The Associate Director is responsible for oversight of program components such as documentation, policies and procedures, training resources, criminal background checks, pre-admission medical requirements, operations manuals, service delivery systems, and clinical and ethical considerations. Additionally, the Associate Director ensures compliance with all reporting requirements to MassHealth, including utilization and critical incident reporting. This position maintains management oversight and accountability for all aspects of local program operations, ensuring alignment with the agency?s mission, leadership objectives, internal policies and practices, funding requirements, and all applicable regulatory, licensing, and accreditation standards. Qualifications: Bachelor?s degree with a minimum of five (5) years of human services experience required, or a Master?s degree with a minimum of three (3) years of human services experience required. A clinical license (e.g., RN) is preferred. Three to five years of experience in Adult Family Care (AFC), Long-Term Services and Supports (LTSS), or a related healthcare program is strongly preferred. A minimum of three years of prior staff supervisory experience is required. Knowledge of MassHealth regulations is strongly preferred. Demonstrated strengths in problem-solving, leadership, organization, and communication are essential. ASL proficiency preferred. Key Responsibilities: Provides leadership and oversight for Adult Family Care (AFC) program operations, including conducting and coordinating annual audits across staffing, billing, and programmatic areas to ensure full regulatory compliance and drive continuous quality improvement. Establishes and monitors required staff trainings and screenings, and supports organizational navigation of evolving MassHealth systems and reimbursement models. Supervises clinical leadership, including the Senior Community Nurse, and ensures standardization of documentation within the electronic health record. Serves as the primary liaison for external audits and represents the organization in AFC Provider Council meetings, translating regulatory updates into actionable policy and practice changes. Additionally, supports program expansion and sustainability by advising on new program development, replication in other regions or states, and strategies to achieve financial stability and growth across AFC programs.
