GovCIO Project Manager (Remote) in Springfield, Illinois
Overview
GovCIO is currently hiring for a Lead, Enterprise Clinical Informatics & AI Programs to lead the execution and scaling of AI-enabled clinical informatics initiatives, with an initial focus on Ambient AI Scribe capabilities across federal healthcare environments. This role is responsible for driving end-to-end program delivery, aligning clinical, technical, and operational stakeholders, and ensuring successful adoption of solutions that improve provider experience, clinical workflows, and care delivery outcomes.
This position will be fully remote and will operate at the enterprise level, coordinating multiple workstreams and cross-functional teams. The Lead serves as the primary authority for program execution, responsible for portfolio-level delivery, Program Increment (PI) planning alignment, and ensuring measurable value across all contributing teams. This role generally reports to a Program Manager.
Responsibilities
Leads enterprise-level clinical informatics and AI-enabled programs, including oversight and scaling of Ambient AI Scribe capabilities across healthcare environments.
Oversees program execution across multiple workstreams, ensuring alignment of clinical, technical, and operational stakeholders.
Directs Program Increment (PI) planning, coordination, and delivery within SAFe-aligned environments to support continuous value delivery.
Manages cross-functional teams comprised of multidisciplinary staff, including clinical, engineering, data, and operations personnel.
Establishes and maintains integrated program plans, including scope, schedule, resource coordination, and risk mitigation strategies.
Monitors program performance, budgets, and timelines; provides executive-level reporting and ensures alignment with strategic objectives.
Identifies program risks and issues; develops mitigation strategies and facilitates resolution to support program success and stakeholder satisfaction.
Drives clinical workflow optimization by translating operational needs into scalable informatics-enabled solutions.
Leads stakeholder engagement across program offices, clinical leadership, and external partners to ensure alignment, usability, and adoption.
Oversees coordination of vendor and partner activities, ensuring deliverables align with program objectives and quality standards.
Defines program requirements and guides lifecycle coordination across design, validation, and operational use phases.
Ensures adherence to quality, safety, and performance standards for clinical informatics and digital health capabilities.
Coordinates across teams to manage dependencies, improve communication, and ensure delivery of measurable outcomes.
Supports strategic planning, analysis, and capture activities for enterprise healthcare informatics initiatives.
Qualifications
Bachelor’s degree (or equivalent experience) with12+ years of progressive experience in clinical informatics, healthcare program management, or digital health transformation.
Demonstrated experienceleading enterprise-level programs across multiple workstreams, including coordination of clinical, technical, and operational stakeholders.
Proven experience operating infederal healthcare environments (VA, DoD, or large integrated health systems).
Experience supportingAI-enabled or data-driven clinical solutions, including evaluation, workflow integration, or scaling of capabilities such as clinical documentation tools.
Strong understanding ofEHR ecosystems, including VistA/CPRS and/or Oracle Health (Cerner), and their impact on clinical workflows.
Experience leading or supportingSAFe or Agile delivery models, including Program Increment (PI) planning, backlog coordination, and cross-team dependency management.
Demonstrated ability toengage and influence senior clinical, operational, and program leadershipto drive alignment and adoption.
Experience managingprogram performance, risk, and delivery across complex, matrixed environments.
Ability to translateclinical and operational needs into scalable informatics-enabled solutions.
Clearance Level: Ability to obtain and maintain a Public Trust or higher clearance.
Preferred Skills and Experience
Experience supporting or scalingAmbient AI Scribe or similar AI-enabled clinical documentation solutions.
Prior experience working with or supportingVA Office of Connected Care, Office of Clinical Informatics, or Digital Health Office initiatives.
Experience leadingclinical workflow optimization or provider burden reduction initiatives.
Familiarity withhealth data standards and interoperability frameworks (HL7, FHIR, SNOMED, LOINC).
Experience supportingenterprise transformation or portfolio-level informatics initiativeswithin large healthcare organizations.
Certifications such asSAFe Agilist (SA), SAFe Program Consultant (SPC), PMP, or Prosci Change Management.
Advanced degree inhealth informatics, healthcare administration, public health, or related field.
Clearance Required :Must be able to obtain and maintain a Public Trust clearance

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
