Somerset Conservation District Program Technician in Somerset, Pennsylvania

General Description

The Program Technician is responsible for providing technical and administrative assistance that will support the implementation of best management practices on Agriculture operations, assist in The Dirt and Gravel/ Low volume road program, and the Erosion and sediment control program.

The Program Technician is a resource to both the public and private sectors and is under the direct supervision of the District Manager and is accountable to the Somerset Conservation District Board of Directors.

Required Knowledge, Skills, and Abilities

 Education in Biology, Environmental Resources, GeoEnvironmental Studies, Hydrology, or related field is an asset but is not a specific requirement  Experience in agricultural operations

An ability to communicate effectively both verbally and in writing to a wide range of individuals and groups is essential

Ability to work outdoors and to negotiate uneven and rough terrain, including inclement weather where wet and slippery surfaces are encountered Ability to work independently with minimal supervision

Valid driver's license is required; provide own transportation; work outside the county with cooperating agencies to address agriculture and water resource concerns

Some irregular work hours involving evening and weekend work may be required

Specific Responsibilities

Primary responsibilities may include but are not limited to:

Administer the ACAP program to assist landowners with best management practice implementation

Process landowner written agreements for funding approval

 Prepare and submit required replenishment of funds requests on a quarterly, or more frequently, basis

 Provide applicants with referrals to appropriate, cooperating agency staff to obtain: inventory and evaluations, developing or assisting in design development, cost estimates, construction monitoring, and certification of the proposed project(s)

Prepare and submit required quarterly, or when requested, activity reports to the State Conservation Commission summarizing activities performed including: outreach and education; number of grant applications received and processed, and technical assistance provided to program applicants

Collect and report data pertaining to the appropriate programs

 Input and maintain plan and best management practice data in the PracticeKeeper web-based data collection system or another data management system approved by the State

Conservation Commission

      Serve on District Committees as assigned

      Prepare articles for newsletter and annual report as requested

       Attend staff and other meetings as requested

       Attend required trainings of the Programs

Administer and organize applications

Attend field visits

Organize permits

       Obtain permits

         Perform other duties as requested by the Board of Directors or District Manager
