Job Description:

The role will be part of the International Technology and Global Payment Solutions Technology (ITGPST) APAC team. GTST is a technology service delivery organization supporting the Global Banking and Markets business in Asia Pacific for Bank of America. Division designs, architects, and delivers technology solutions on regional and global platform to drive business growth for our Commercial, Corporate & Investment Banking and Markets clients in APAC region.

Bank of America is embarking on a multi-year core banking transformation journey to replace its legacy core banking platform with modern technology platforms. As part of the core banking platform transformation, the bank will seek opportunities to revamp & improve its end to end ecosystem to improve operational & technological efficiency. The core banking platforms support multiple functions in Global Banking and Markets business: e.g. payments, deposits, credit, trade finance, foreign exchange, general ledger.

The Senior Application Manager & App Risk Governance Lead will play a leadership role in the core banking application management and maintenance domain. This role will oversee the delivery and maintenance of the core banking applications, both regional/local apps, into the bank’s ecosystem. He/She will work with product teams, functional leads, technical leads, and vendor SMEs across works-streams (e.g. payments, clearing local vendor/regulatory reporting apps) under the core banking transformation program and will have direct accountability in ensuring that the core banking applications are adhering to the bank’s standards/policies and implemented in accordance to scope, cost, timeline, and quality expectations.

The role is required to work closely with business, operations, and vendor partners, control partners like GIS/Risk/Compliance and various peer groups/stakeholders in technology.

Responsibilities / Key Objectives:

Technology & Application Risk Management

  • Manage and oversee technology risks, vulnerabilities, and cybersecurity issues related to payment and clearing applications.

  • Lead remediation efforts for application vulnerabilities and track closure of identified risks.

  • Drive End-of-Life/End-of-Support (EOL/EOS) migration initiatives for operating systems and software components.

  • Lead the team to analyze vulnerability reports (server/infra/container scans) and collaborate with vendors and application teams to define and execute remediation plans.

  • Evaluate and validate security testing results, ensuring alignment with internal and external security standards.

  • Drive/support application audits, identify control gaps, and ensure timely resolution of audit findings.

  • Prepare and maintain detailed risk mitigation and remediation documentation.

  • Ensure the design/development to adhere to the bank’s enterprise/GIS standards/policies and the enterprise application architecture & roadmap for business systems in the Payments and Clearing domain and coordinates and supervises all activities related to the selection, design, development, implementation, maintenance, and support of these systems ensuring excellence in functionality, response time, stability and availability.

  • Leads and manages the Business Systems IT team, ensuring the efficient and effective use of internal systems to fulfill business objectives. This role serves as the technical/risk governance as well as a technical authority within the IT team and across the organization. This role also coordinates with the Infrastructure team in evolving applications infrastructure, ensuring that it is scalable and flexible and will continue to meet evolving application architecture in support of business needs.

  • Leads, manages, mentors and provides day-to-day oversight of the ongoing maintenance in BAU environment for around 15+ applications, leveraging domain and technical expertise to in the resolution of complex development, enhancement and support issue and in the design, development, testing and implementation to support business users’ needs and in alignment with the latest regulatory / compliance / IT strategic plans. Foresee and proactively address risks, issues, and dependencies.

  • Ensures prompt resolution of all service requests and regular communication with users during the resolution process.

  • Leads creation, maintenance and regular testing of failover and disaster recovery plans.

  • Ensure and control escalation processes and proactive action in handling critical situations

  • Manages proactive response to system outages to ensure minimal impact to business continuity.

  • Act as the primary liaison between the vendors of the applications and internal technology teams.

  • Manage stakeholder expectations with respect to application stability and quality of maintenance fixes

Governance, Compliance & Reporting

  • Ensure adherence to global information security policies, regulatory requirements, and technology risk frameworks.

  • Provide clear, structured, and timely risk reporting to stakeholders across the region.

  • Lead the application owners on governance updates, issue tracking, and stakeholder communication.

  • Partner with production support, engineering, development, and product teams to coordinate risk actions and audit responses.

Stakeholder Collaboration

  • Work closely with Risk/Control partners, third-party vendors, application managers, and Business Information Security Officers (BISOs) to define mitigation strategies and manage risk posture.

  • Engage with cross-functional teams to ensure controls are effectively implemented and maintained

Requirements:

Essential Skills (Technical / Business Domain / Managerial/ Soft skills)

  • Must have prior experience, at least 12+ years, in SDLC, application design, implementation or application/Infrastructure maintenance in the Payments and Clearing domain

  • 10+ years of experience in managing application/infrastructure upgrades, application lifecycles in BAU environment

  • 5+ years of experience in core banking payment systems, domestic and international clearing

  • Experience in core banking transformation, and in integrating core banking systems into a complex, global, technology ecosystem.

  • Proven ability to lead technical teams and manage delivery of complex, integration projects in a matrix organization.

  • Strong experience as both an individual contributor and manager of teams working in an Agile development environment.

  • Strong technology delivery capability and leadership from strategy alignment, solution design, E2E coordination to problem solving.

  • Sound knowledge of the Wholesale Banking domain: e.g. clearing channels (in particular Asia Local Clearing Gateway and Local Regulatory Applications), payments, deposits, receivables

  • Experience working with product and service vendors, and with the onshore-offshore delivery model.

  • Exceptionally strong analytical and problem-solving skills.

  • Stay abreast of latest technology and industry trends. Be the change agent to influence and drive transformation: e.g. DevOps, Agile development.

Desired Skills (Technical / Domain / Managerial/ Language skills)

  • Leading/coaching experience of internal and vendor staff

  • Finacle or similar core banking solution implementation and integration experience in a global bank setup would be a definite plus.

  • Familiarity with regional/global banking market practices.
