The Cloud Transformation Leader is responsible for shaping and driving structured cloud transformation initiatives in collaboration with client Senior Directors and Directors across IT, Infrastructure, Applications, Security, and Finance.
The role translates strategic intent into executable programs by:
Developing a contextualized Cloud Platform strategy and operating model
Creating a phased and measurable transformation roadmap
Aligning cross-functional working groups
Establishing a pragmatic business value realization framework
Supporting funding justification and budget approval processes
This role acts as a trusted advisor to operational leaders, ensuring transformation ambition is translated into governed and measurable outcomes.
Your role and responsibilities
- Director-Level Stakeholder Engagement
Engage Senior Directors and Directors across:
Infrastructure & Cloud
Enterprise Architecture
Application Development
Data and AI Architecture
Cybersecurity
IT Operations / Compliance / Service Management
Finance & Planning
Facilitate structured working sessions and alignment workshops.
Harmonize competing functional priorities across business units.
Translate high-level transformation objectives into structured initiatives.
Ensure consensus while maintaining delivery feasibility and governance rigor.
- Cloud Platform Vision & Point of View Development
Develop a contextualized Cloud Platform Point of View aligned to:
Enterprise architecture standards
Security and regulatory constraints
Operational and procurement realities
Collaborate with IBM SMEs and ecosystem partners to shape:
Hybrid and multi-cloud operating models
Platform and data engineering enablement
AI adoption and acceleration
DevSecOps and CI/CD modernization
Observability and AIOps integration
Security-by-design controls
- Transformation Roadmap Structuring
Define sequenced initiatives across:
Infrastructure and data modernization
Platform common services including data, AI, infrastruction,application, devsecops, service management
Platform capability enablement
Operating model evolution
Develop a 12-24 month phased roadmap with:
Clear milestones and KPIs
Resource and capacity planning
Risk and dependency mapping
Governance checkpoints
Establish structured reporting cadence.
- Business Case Development & Budget Support
Work with Directors and Finance stakeholders to:
Quantify cost optimization and rationalization benefits
Identify cost avoidance opportunities
Estimate productivity and operational efficiency gains
Develop structured investment justification packs.
Support internal funding approval processes.
Incorporate FinOps principles into planning and forecasting assumptions.
Provide scenario-based financial modeling where required.

Design and implement measurable value tracking mechanisms:

Establish baseline metrics and implement quarterly review mechanisms to enable course correction and continuous improvement.
- Governance & Cross-Functional Alignment
Define decision rights and escalation pathways.
Structure working group and steering committee forums.
Clarify RACI and accountability models.
Ensure alignment between architecture intent and delivery execution.
Surface regulatory, audit, and compliance risks early.
- IBM & Ecosystem Coordination
Align IBM consulting, technology, and managed services teams.
Coordinate hyperscaler and industry partner participation.
Ensure architectural and transformation coherence across stakeholders.
Maintain structured documentation and traceability of decisions.
Required technical and professional expertise
8-12+ years in consulting, cloud transformation, or enterprise IT modernization.
Demonstrated experience engaging Director and Senior Director stakeholders.
Strong understanding of:
Hybrid cloud and data / AI platform engineering
DevSecOps and automation
Cloud economics and financial governance
Transformation governance models
Experience in regulated or public sector environments preferred.

Understanding of Whole-of-Government cloud strategies (e.g., commercial cloud and on-prem secure environments)
Experience navigating public sector procurement and budget approval cycles
Working knowledge of governance structures and audit expectations
Experience operating in security-sensitive or regulated environments
Candidates should demonstrate the ability to operate effectively within structured governance frameworks while balancing agility and compliance.
