Boehringer Ingelheim Public & Government Affairs Manager | Non-line Manager | Corporate Affairs in Shinagawa, Japan
Purpose of the Role
The Public & Government Affairs (PGA) Manager is accountable for shaping and executing Boehringer Ingelheim Japan’s public policy and government engagement strategy to secure a favorable policy and business environment for both Human Pharma (HP) and Animal Health (AH).
The role connects business priorities with national-level government, policy makers, and industry stakeholders, proactively managing policy risks and opportunities, and providing fact-based strategic counsel to Boehringer Japan leadership.
Key Responsibilities
- Policy Intelligence & Impact Assessment
Monitor, analyze, and anticipate political, legislative, and healthcare policy developments.
Assess impact on business, reputation, and operating environment.
Provide structured policy input into business planning and risk management.
- Government & Stakeholder Engagement
Plan, develop related briefing materials, and execute engagement with policy makers, regulators, and lawmakers.
Lead lobbying and advocacy activities in compliance with Boehringer standards
Build and maintain relationships with industry and trade associations.
Represent Japan within Boehringer Global PGA.
- Policy Positioning & Internal Advisory
Develop or localize Boehringer Japan policy positions.
Validate intelligence through direct stakeholder engagement.
Act as internal policy expert and advisor to leadership.
- Reputation & Industry Leadership
Strengthen Boehringer Japan’s long-term reputation and industry credibility.
Take active roles in industry associations and related topics such as MFN.
Coordinate company strategy on industry topics with local leadership, related departments, and global stakeholders.
- Executive Support & Special Assignments
Provide direct policy support to Boehringer Japan executives.
Lead or support special policy-related assignments.

External: Government ministries and regulators; policy makers and legislators; industry and trade associations; opinion leaders.
Required Experience & Qualifications
Experience in public/government affairs, government, or industry associations.
Strong knowledge of Japan’s healthcare and policy systems.
Proven advocacy, negotiation, and stakeholder management skills.
Ability to work cross-functionally and translate policy into business impact.
Fluent communication skills in Japanese and English.
University degree required; Master’s or MBA preferred.
