ELEXCO INC Outside Plant (OSP) Project Manager in SEYMOUR, Wisconsin
JOB REQUIREMENTS: Summary of Position The Outside Plant (OSP) Project Manager oversees the end-to-end design, construction, and maintenance of fiber optic and copper networks, typically handling budgeting, customer relations and communications, project planning, scheduling of resources, quality assurance, field team management, field crew expertise, team mentoring etc. The Project Manager has overall responsibility for maintaining a team approach in all aspects of the following: determining scope, working with project coordination department to help prepare estimates and proposals, securing work and performing project as sold. The Project Manager is responsible for providing customers with a positive experience in all company contacts, identifies company wide areas for improvement and facilitates problem-solving efforts, observes employee performance and offers intervention in a proactive manner. The Project Manager is responsible for setting fiscal goals to meet to project margins, volume, and job fiscal requirements. In addition, they will work with the project management leadership group to forecast budget needs and put in place plans to meet budget expectations for the utility division. This position supervises Foremen as assigned to their respective projects and is charged with empowering them to high levels of success. As a key employee, the Project Manager must observe a high level of fiduciary responsibility and will work with project management leadership to control assigned contracts, department budgets, cash flow, percentage of completion reports, billings, expenditures, and required labor and equipment. In the performance of his/her duties for Elexco, Inc., the Project Manager will exercise an equal degree of prudent management considerations, judgment and fiscal responsibility for all divisions. Principal Duties and Responsibilities (Essential Functions): Project Lifecycle Ownership Manage all phases of the OSP project including: Site Surveys & Scoping Coordinate field walks and assess constructability. Design Coordination Work closely with design teams to validate route plans and engineering packages. Permitting Oversight Track, submit, and follow up on local, state, and utility permits. Construction Management Lead scheduling, subcontractor coordination, and in-field execution (trenching, boring, handholes, fiber placement, etc.). Splicing & Testing Ensure fiber splicing is executed to spec and final test results meet acceptance criteria. Closeout Documentation Oversee as-built collection, redlines, punch lists, and final package delivery. Team Leadership & Collaboration Supervise internal crews and subcontractors; foster a proactive communication loop between field, design, and permitting teams. Budget & Schedule Control Track project costs, change orders, and timelines. Proactively escalate and resolve delays or budget risks. Quality & Compliance Enforce construction standards, safety policies, and jurisdictional requirements. Client & Stakeholder Communication Maintain regular status updates and ensure project transparency with clients, municipalities, and internal stakeholders. Financial Management: Track project costs, manage budgets, and handle vendor payments or progress billing. Stakeholder Communication/Vendor and Contractor Management: Act as the primary contact for vendors, contractors, and clients. Coordinate with them all to ensure project goals are met. ***** OTHER EXPERIENCE AND QUALIFICATIONS: Bachelor\'s or associate degree or technical equivalent considered in engineering, Telecommunications, or related field preferred. 3+ years of experience in OSP. Proficiency in OSP design principles, cable systems (fiber/copper), conduit systems, GIS/CAD software (ArcGIS, AutoCAD, Google Earth). Must be proficient with Microsoft Office. Strong understanding of permitting, right-of-way, and utility coordination processes. Excellent problem-solving skills and attention to detail. Project Skills: Budgeting, scheduling, vendor management, problem-solving, analytical thinking. Strong communication (written/verbal), collaboration, attention to detail, ability to manage multiple tasks. Demonstrated leadership and ability to mentor and interface effectively with assigned staff, vendors and customers. Must have a state driver\'s license with a good driving record. Must be willing to travel throughout Wisconsin and the Midwest.
