Milliman, Inc Healthcare Consultant (Technical Lead) - Medicaid Finance & Policy in Seattle, Washington

Description Milliman's Medicaid Finance and Policy Practice is seeking individuals to serve as analytical leads in Medicaid payment policy and reimbursement methodologies, with a primary focus on providing deep technical expertise to support complex healthcare consulting engagements. Engagements typically involve overseeing reimbursement methodology design, rate setting, and program funding efforts across a broad range of provider services, including hospital, physician, nursing facility, behavioral health, and home and communitybased services. About Our Practice Milliman's Medicaid Finance and Policy Practice serves state Medicaid agencies and a wide variety of organizations significantly impacted by Medicaid reimbursement and funding, including hospital associations and safety net hospital systems. The practice is affiliated with the broader Milliman Medicaid Consulting Group consisting of 600+ professionals, including actuaries, healthcare consultants, attorneys, and statisticians. In this role, you will have the opportunity to: Responsibilities Serving as a technical lead for Medicaid reimbursement and ratesetting initiatives across multiple provider types. Providing technical direction and review of analytical work products, ensuring methodological soundness and policy compliance. Supporting the development of client reports, policy documentation, and presentations that clearly explain technical findings and implications. Collaborating with project managers and analytical teams to translate complex reimbursement concepts into clear client deliverables. Interpreting federal and state Medicaid policy, regulations, and guidance to inform analytical approaches and client recommendations. Leading the design, evaluation, and refinement of payment methodologies, fee schedules, and funding models. Reviewing team outputs for quality, consistency, and adherence to Milliman's quality control standards. Contributing subject matter expertise to business development efforts, including proposal development, thought leadership, and client discussions. To be successful in this role, you will have the following qualifications: Qualifications Experience: Minimum of 7 years of professional experience in Medicaid finance, reimbursement policy, rate setting, or state government healthcare programs, or 5 years combined with a relevant graduate degree (MPH, MPA, MBA, or MHA). Domain Expertise: Demonstrated depth of knowledge in Medicaid payment systems, reimbursement methodologies, and healthcare policy across one or more provider sectors. Advanced Technical Proficiency: Demonstrated expertise working with large healthcare datasets using tools such as SAS, SQL, Databricks, and related analytics platforms to support Medicaid claims analysis, reimbursement modeling, and policy evaluation. Consulting Background: Previous experience in a professional services or consulting firm is highly preferred. Communication: Ability to clearly explain complex technical and policy concepts to both technical and nontechnical stakeholders. For candidates residing in: Alaska, California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, New York City, Newark, San Jose, San Francisco, Pennsylvania, Virginia, Washington, or the District of Columbia the salary range is $107,755 - $177,675. All other locations the salary range is $93,700 - $154,
