Port of Seattle Capital Development & Planning Senior Program Manager (Resiliency), Waterfront in Seattle, Washington

Some of what you'll be doing:

As a Maritime – Resiliency - Capital Development & Planning Senior Program Manager, you will work under consultative direction to manage the development of capital projects and planning initiatives that align with the long-term goals of the Maritime Division and represent the Port’s interest in furthering the vision of Port for the future. You will provide technical planning, capital development, and decision-making support to facilitate problem definition, developing alternatives and risk analysis, and delivering an actionable scope for effective and efficient project delivery and commission decision making. You will also supervise Capital Development & Planning staff and specialize in infrastructure resiliency development and planning and/or emerging facility innovations and technologies.

  • You will manage project teams, technical/financial feasibility, contract procurement and oversight, and stakeholder engagement to provide data-driven justifications for Maritime Division and Port of Seattle leadership decision-making support.

  • You will drive comprehensive resilience and innovation strategies aligned with the Port of Seattle’s strategic goals, strengthening maritime infrastructure for operational resilience and modernization.

  • You will proactively identify emerging trends, including climate change, seismic events, technological disruptions, and geopolitical shifts, and translate these insights into actionable programs and projects with defined objectives, timelines, funding, and performance metrics to advance Port priorities and decision-making.

  • You will investigate project alternatives and formulate appropriate project scopes and accurately assess corresponding schedule, budget, and risks. You will also oversee approval processes of assigned Projects/Programs into rolling 5-year capital plan.

  • You will prepare and negotiate Service Directive and contract scopes of work and level of efforts for consultant services per Central Procurement Office (CPO) guidelines. You will also collaborate with CPO to ensure that all project contract/agreement matters are accurately identified, scheduled and executed per the project schedule.

  • You will advance and incorporate environmental, sustainability, and resiliency measures as an opportunity for innovation and long-term value creation in project and planning initiative development.

  • You will stay current with Port goals regarding adoption of clean fuel technologies by maritime operators and industry and support resilience-focused asset advancement and modernization strategies for maritime infrastructure. This includes conducting critical asset assessments, overseeing the development and implementation of resilience standards for infrastructure design, and advancing resilience projects within capital and comprehensive planning to drive modernization and innovative operations.

  • You will maintain and develop essential Port relationships with the community, partner governments, non-governmental organizations (NGOS), business groups, and Local, Regional, State, and Federal agencies. You will also improve collaboration with regulatory agencies through outreach and education regarding maritime and industrial sector impacts and needs within the regional economy.

  • You will meet facility needs in functional areas such as commercial fishing, cruise and cargo terminals, recreational boating, parks, waterfront, industrial land use, and economic development opportunities and forecasting.

  • You will serve as a subject matter expert, conducting rigorous analysis and research into emerging trends, best practices, performance measures, and risk/vulnerability assessment methodologies within the maritime sector. You will also participate in industry forums, conferences, and workshops to maintain, share, and advance technical expertise and organizational capacity building.

Who you are:

  • Experienced – You have five (5) years of experience with planning studies and facilities/capital planning, project management and/or development, to include, two (2) years of experience leading, mentoring or supervising staff and leading a project or process.

  • Desired – We hope you have a bachelor’s degree in urban planning, engineering, environmental sciences, resilient business administration, or public or port administration. We also hope you have either of these certifications: Project Management Professional (PMP), Certified Risk Manager (CRM), Certified Sustainability and Resilience Professional (CSRP), American Institute of Certified Planners (AICP or APA), LEED Accredited Professional (LEED-AP) or a Certified Business Resilience Manager (CBRM).

You bring technical expertise in facility and asset management, land use, shorelines, transportation, environmental sustainability, clean fuel technology, resiliency, permitting, and strategic/capital planning for maritime and industrial properties. You also specialize in risk and vulnerability assessment, hazard mitigation, and resilience planning, with strong knowledge of smart port technologies, digital transformation, climate adaptation, infrastructure durability, and relevant federal, state, and local environmental and permitting regulations.

  • Efficient Communicator – You have excellent ability to foster collaboration and build consensus across diverse internal departments, external agencies, and industry partners.

  • Problem-Solver – You can assess complex infrastructure vulnerabilities and propose actionable solutions. You can also manage complex projects and programs, assess intricate issues, develop innovative resolutions, and interpret emerging regulations, technical reports, and policies.

  • Leader – You are effective in building, mentoring, and developing strong teams/staff, including delegating tasks, monitoring progress, and proactively addressing skill gaps to foster a supportive learning environment.

  • Program Management – You are proficient in managing multiple high-priority projects and programs, including contract administration and budget oversight.

What else you need to know:

  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work during emergencies.

  • Work Environment - This work will take place in a hybrid/in-office setting, including 3 days at the office at Peer 69 and 2 days’ remote. Probation period may require five days in-office (temporary).

  • Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
