GENERAL PURPOSE
Performs a variety of entry level skilled duties related to the construction, installation, maintenance, and repair of city utility service systems including streets, street signing, culinary water transmission and distribution, pressurized irrigation water, storm water, and wastewater collection. Performs as a meter reader. Assists with cemetery maintenance and related operations.

Works under general supervision of the Public Services Assistant Director, Public Works Supervisor or Crew Foreman.

ESSENTIAL FUNCTIONS
Streets: Receives project assignments and completion schedules; takes assigned equipment, materials, and manpower to the appropriate site and completes the project as directed by the supervisor; operates specialized heavy equipment such as road graders, dump trucks, front-end loaders, backhoe, bucket trucks, compactor, and other similar equipment in the construction, maintenance and repair of various street department projects and sites.
Performs cement work on flat surfaces, curbs, and gutter; grouts surfaces and joints; performs in a variety of street maintenance projects and road work; patches chuck holes, transports road materials, maintains roadways; transports and deposits various construction materials such as sand, salt, gravel, dirt, bitumen, etc.; performs hot and/or cold mix patching, storm drain cleaning, repair and construction, gravel street maintenance, street sweeping, debris collection, etc.
Participates in work site safety procedures; set up barricades, safety signs, and signal equipment; may perform flagging assignments to assure work zone safety; check and services assigned equipment; performs routine maintenance and emergency repairs; reports mechanical problems.
Water: Assists to monitor division supplies; conducts inventory of parts and equipment; reports results to supervisor; installs new wate r lines using pipe cutting saw, pipe and cable locator; repairs old water lines; tears out and repairs curb, gutter, and street in locating and uncovering broken lines; builds meter boxes; builds extensions to raise or lower existing boxes as needed.
Maintains water/booster pumps; removes and disassembles pumps; cleans and replaces defective parts, grease bearing, adjusts packing, and reinstalls in pump housing; adjusts and repairs valves.
Reads residential and commercial water meters as needed to accurately bill customers for water usage; performs field and shop repairs on water meters, removes meter, disassemble, cleans and/or replaces defective parts, reassembles, and tests to assure proper working order; sets blue stake markers.
Operates a variety of hand tools and small power equipment such as jack hammers, roller, compressors, packing machine, and tampers; cleans tools and equipment to assure proper working order.
Operates backhoe and trenching equipment; performs installation or repair of water service connections; water lines and meters, repairs or replaces fire hydrants and plugged water meters; repairs water mains; cleans and maintains storage tanks, monitors wells; conducts water sampling; ; monitors chlorine generator for proper operation; monitors SCADA computer system to assist with water management functions.
Operates valves to maintain balance in the pressurized irrigation and culinary water distribution system, cleans reservoirs, paints valves, and assists in maintenance of P valves
Operates various types of heavy equipment such as transport trucks, backhoe, rollers, and trenching equipment; performs installation or repair of water service connections; connects and disconnects service; searches out shut off valves; handle water line leaks; assists in placement of pipe and water regulators; removes, disassembles, cleans, or replaces defective parts or regulators, adjusts valves as needed to assure efficient water line service.
Participates in work zone safety procedures; flags on-coming vehicles to protect the public and workers; sets up warning signs and signalization equipment.
Sewer: Monitors sewer line flow; maintains and cleans city sewer collection system main lines; operate sewer cleaning truck; inspects manholes and sewer lines to detect leaks or malfunctions; bolts leak proof collars to mains to stop leaks; seals joints with cementing compound; opens clogged sewer lines using various pipe cleaning equipment.
Monitors contract television viewing and sealing equipment projects; may perform maintenance and repairs of specialty equipment; culverts and lines; performs dye testing to determine origins of problems.
Performs sewer collection system installation, maintenance, and repairs, operates a variety of hand or power equipment, including jack hammer, compactor, rodding machine, confined space safety equipment, ventilators, etc.: enters manholes with live sewage; utilizes confined space safety equipment and procedures; installs new sewer mains; taps mains to make service connections; repairs leaks in sewer system(s).
Storm Water: Participates in storm water system cleaning, debris and obstacle cleaning, excavation and repair of storm water lines, connections, manholes, debris basins, dry-wash and storm water retention basins and their appurtenances.
Cleans storm water lines; excavates, repairs and replace storm water lines and mains; operates hydro/jet truck and vactor truck to clean the storm drain system; inspect and clean City owned and privately owned storm drain basins, inlet boxes, manholes, oil/grit separators, canals, and pipes; operates tractor with "brush-hog" to groom roadway edges and swells; spray, cut, and remove weeds; trim shrubs and trees as necessary t o maintain detention basins, ponds, and drainage channels.
Performs catch-basin maintenance; cleans and clears basins of accumulated solids and sediments to prevent clogging of drainage lines and flooding; monitors catch basin grate tops to prevent accumulation and disposes of blockage; oversees and performs storm water swell construction ensuring proper slope and grade for improved water velocity and flow.
Maintain storm water systems and storm water system equipment in operating order by inspecting, removing, repairing, and replacing malfunctioning parts and sections; conduct dry weather testing of storm drain outfall locations throughout the City.
Cemetery: Assists to locate and prepare burial sites; assists in digging and securing graves; operates riding mower, power sweepers, power rakes, trimmers, and other equipment typical in the maintenance of cemetery grounds and environs.
Performs related duties as required. Assists on various public services department projects as needed.
MINIMUM QUALIFICATIONS
1. Education and Experience:
A. Graduation from high school;
AND
B. One (1) year of experience in construction, maintenance, or repair of public works systems;
OR
C. An equivalent combination of education and experience.
2. Knowledge, Skills, and Abilities:
Some knowledge of operating basic manual and power tools; the standard practices, methods, materials, and tools necessary for pipe line construction and repair activities; the occupational hazards and safety precautions of trench work construction and pipeline maintenance work; hazards common to heavy equipment operation; safety standards related to street construction
