Please call (512) 461-3848 to request reasonable accommodation.The Director of Planning and Strategy is responsible for planning and project execution of the strategic and operational plans, driven by collaboration across the agency to deliver impactful cyber security solutions to governmental entities and critical infrastructure in the state of Texas. This position will perform highly advanced technical and business analysis work. Coordinates with Chief of Strategy and executive leadership to plan and execute strategies that support the agencyand#8217;s mission. The Director Planning and Strategy is expected to exercise initiative and good judgment in promoting cybersecurity of state entities specified in HB150 and Texas Cyber Commandand#8217;s mission and vision and in championing efficient and effective work processes.Works closely with Chief of Strategy and all agency components to coordinate efforts to execute the agencyand#8217;s strategies supporting the agencyand#8217;s mission, vision, goals, objectives. Executes and evaluates short-range and long-range strategic plans and helps establish the success criteria for related projects, programs, and plans. Monitors progress in the agency and its components executing the agencyand#8217;s strategies; convenes periodic progress reviews for the leadership team to determine forward progress and identify obstacles. Works closely with the Chief of Strategy to d velop departmental programs, procedures, policies and legislative proposals that implement recommendations to enhance the effectiveness and efficiency of the agency and ensure alignment of the agencyand#8217;s business strategy with agency strategic goals and objectives. May interact with other government agencies, universities, and other entities with which the agency interacts. Presents information to staff and external audiences through formal presentations and training courses. Prepares and reviews reports as part of the process of monitoring and communicating performance results. Reviews the annual work plan and project objectives, including budgets and deliverables. Coordinates regulatory and administrative projects as required. Assists in developing office-wide policies and procedures as needed for strategic planning. Performs other work-related duties as assigned. Qualifications: EducationGraduation from an accredited four (4) year college or university. Possession of an advanced degree OR professional certification or licensure in a relevant area preferred. Additional work-related experience may substitute for education on a year-for-year basis (High school diploma required)Experience and Training RequiredStrong background in cybersecurity roles with experience with cyber security frameworks, standards, and regulations, expertise in cyber security tools, technologies, and methodologies. Strong experience in strategic thinking, planning, and decision-making including budgeting and resource allocation, project management and leadership, and communication and collaboration.Knowledge, Skills, and AbilitiesKnowledge of and/or experience in Texas state government, communication strategies, project management and process improvement. Systematic problem-solving models and processes that incorporate a team approach to recognize and solve problems. Identifying and implementing appropriate change strategies in an organization that align all resources to achieve the vision/mission of the agency. Skill in public speaking or testifying before for external stakeholder groups or including legislative officials. Ability to analyze, utilize and present information, sound advice and recommendations that enable others to make business decisions in the best interest of the project and/or agency. Ability to actively attend to, convey, and understand the comments and questions of others. Ability to effectively interpret and contribute to the development of state agency policies, procedures, and regulations, to effectively support the application and management of established administrative methods and techniques. Ability to foster strong relationships by practicing good human relations in dealing with Agency Head, senior leadership, employees, legislators and legislative staff, representatives of other governmental agencies, the private sector, and the public exercising courtesy, tack and diplomacy in all communication. Ability to communicate effectively (oral and written), including planning and delivering speeches and presentations in formal and informal settings, training, correspondence and other written materials. Ability to effectively interpret, develop, and comply with policies, procedures, regulations, and applicable laws. Ability to understand, follow and convey brief oral and/or written instructions.
