TEXAS DEPARTMENT OF TRANSPORTATION E283 Transportation Engineer I, II, III or IV in San Antonio, Texas
Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Transportation Engineer IAssists in overseeing construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.Assists in overseeing contracts, issuing work orders and monitoring construction schedules and contractor payments and job progress on construction projectsConducts pre-construction meetingsDrives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical supportInvestigates and responds to public complaints on traffic signals, signs, pavement markings or traffic related itemsMakes presentations and represents TxDOTMonitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.Monitors contractors' compliance with plans and specificationsResolves differences between contractors and inspectorsResponsible for the review of construction related to operationsReviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.Reviews literature, technical data, material specifications and procedures.Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requestsPerforms other job responsibilities as assigned.Transportation Engineer IIIn addition to the duties listed aboveAssists Area Engineers with construction contract administration mattersOversees construction and audit records.Oversees construction project traffic control plans; periodically reviews traffic control devices with Area EngineersOversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects.Analyzes and assists in the resolution of contract problems and disputesConducts pre-construction meetingsInvestigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related itemsMonitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.Monitors contractors' compliance with plans and specificationsResolves differences between contractors and inspectorsReviews literature, technical data, material specifications and procedures.Reviews shop drawings prepared by fabricators for bridges and related structuresPerforms other job responsibilities as assignedTransportation Engineer IIIIn addition to the duties listed aboveAssesses and reports actual project progress versus planned progress to determine trends and variances for complex projects.Interprets manuals and required guidelines for traffic operationsNegotiates fees, explains scope of work and monitors consultant contractsReviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.Performs other job responsibilities as assignedTransportation Engineer IVIn addition to the duties listed aboveAnalyzes schedule trends, determines risks and recommends options to management for corrective action for highly complex projects.Assists Project Managers to establish realistic and achievable schedule baselines for highly complex projects.Chairs or serves as a member of a contract selection teamConducts final inspections on completed construction projectsCoordinates and monitors consultant contracts related projectsServes as a project manager overseeing consultants performing advanced and complex engineering workMakes presentations and represents TxDOTNegotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress onconstruction projects.
