The OHS Program Specialist - Field Operations & System Coordination serves as a proactive statewide resource, leading coordination efforts across Utah's homeless response system to advance best practices, strengthen local capacity, and ensure operational effectiveness when OHS engagement is required.Principal DutiesThe OHS Program Specialist performs the following duties:Leading statewide coordination with homeless service providers, local elected officials and community leadership, law enforcement agencies, healthcare systems, and other stakeholders to drive the implementation of evidence-based best practices across the full homeless response continuum;Serving as OHS's primary field coordinator when the agency is engaged to assist communities, including directing and supervising operational response activities to ensure effective, efficient outcomes;Proactively assessing system performance and capacity across all regions of the state - with particular attention to rural and Balance of State areas - and identifying gaps, barriers, and opportunities for improvement;Providing expert training and technical assistance to agencies and local bodies statewide on federal and state regulations, CoC policies, data quality standards, and national best practices, with concrete recommendations for improvement;Building and maintaining effective working relationships with Local Homeless Councils (LHC), Continuums of Care (CoC), law enforcement partners, healthcare providers, community advocates, affordable housing organizations, and local governments;Advising and supporting LHC leadership on policy and procedure development, communicating improvement opportunities, and coordinating technical assistance across member agencies;Supporting the development and implementation of statewide homelessness plans and policies in alignment with local community plans and OHS strategic priorities;Collaborating on the development of Requests for Grant Applications (RFGA) and other funding solicitations, and assisting with the preparation of state and federally required reports;Resolving high-conflict issues and service delivery breakdowns by responding to escalated stakeholder concerns and facilitating durable solutions across partner systems.
