National Park Service Utility Systems Repairer-Operator in Saint Marys, Georgia
Summary This position is located in Cumberland Island National Seashore, in the Facilities Maintenance Division. This job announcement is open to receive applications from the first 100 applicants. Responsibilities Summary continued: Career-Seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectee are guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical season for Cumberland Island National Seashore is Mid-January through December, but can be variable during these months due to project requirements or weather conditions. Career/Career-Conditional Full-time appointment. Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee. Duties: As a Utility Systems Repairer-Operator, you will perform the following duties: Installs, maintains, tests, troubleshoots, repairs, and calibrates a variety of utility systems such as electrical work, water treatment operation, and engineering equipment operation. Completes water treatment processes that require carbonation, ammoniation, fluoridation, and chlorination to change the taste, odor, or chemical content of the water. Makes scheduled equipment checks to gauges, meters, electrical motors, pumps, chemical feeders, auxiliary generators, and recording and controlling devices. Assists in the administration and compliance of utility related projects. Monitors annual contracts with utility related suppliers. Purchases equipment, materials, and supplies for utility related work. Operates heavy equipment (e.g., graders, tractors with bulldozer or angle dozerblades, front-end loaders, backhoes, trench diggers, large industrial tractors with pan or scraper attachments) to push, pull, pile, or load materials such as sand, gravel, earth, coal, or refuse. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work evenings, weekends, holidays, and overtime. You must obtain and maintain a valid Georgia Department of Health Services Class IV Water Treatment Operators Certificate within six-months of entering into the position. You may be required to travel overnight away from home 1 night per month. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Additional Information This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: Work assignments typically require moderately heavy physical effort to lift, carry, or otherwise handle items typically weighing up to 40 pounds. Duties require the incumbent to maneuver into and out of specific locations while dismantling and assembling utility related equipment. The incumbent makes repairs and installations from ladders, scaffolding, and platforms where the parts of systems worked on are in hard-toreach places. Frequent standing, walking, bending, crouching, reaching, and stooping is typical. Occasionally, climbing and work in high places may be required, as well as the use of hoists, holders, and pulleys when handling large equipment. Working Conditions: Work is both indoors and outdoors where the incumbent may be subject to prevailing weather conditions. The incumbent may be exposed to biological hazards or diseases while cleaning equipment or shoveling sludge, and hazardous gases such as methane, chlorine, hydrogen sulfide, and carbon monoxide. The incumbent may also be subject to electrical shock, loud noises, acids, and hydraulic fluids while working around motors and pumps. There is exposure to shock, burns, and strains. The incumbent follows prescribed safety practices and uses safety equipment such as face shields, gloves, hard-toe shoes, respirators, and protective clothing that may be uncomfortable to wear. The incumbent is required to attend and participate in safety meetings and training and review and follow safety regulations and policies prior to using Personal Protective Equipment (PPE) such as goggles, rubber mats, gloves, hard hats and respirators as the jobs require. The incumbent may be required to operate motor vehicles and heavy engineering equipment. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s). Government housing may be available.
