Apache County DETENTION COMMANDER in Saint Johns, Arizona

NATURE OF WORK:

Directs and oversees the County Detention Division, including jail operations, staff supervision, policy implementation, and facility administration. Responsible for operational decision-making, personnel management, regulatory compliance, and coordination with other agencies to ensure safe, secure, and lawful detention facility operations. Performs related duties as assigned.

TYPICAL DUTIES:

  • Oversee the planning, organization, direction, and evaluation of detention division operations.\ Oversees detention supervisors, officers, and civilian staff working at the jail.\ Develops and enforces operational policies, procedures, and detention standards.\ Contributes to developing budgets, allocating resources, and overseeing finances for detention operations.\ Oversees detention facility operations to ensure compliance with federal, state, and local regulations.\ Ensures adherence to applicable detention standards and the Prison Rape Elimination Act (PREA).\ Manages inmate classification, housing, disciplinary actions, and security protocols.\ Assesses staff performance and offers leadership, training, and opportunities for professional growth.\ Handles complaints, operational issues, and internal matters associated with detention operations.\ Coordinates with patrol, investigations, courts, prosecutors, medical providers, and external agencies.\ Responds to critical incidents and emergencies within the detention facility.\ Creates administrative reports, statistical summaries, and operational evaluations.\ Contributes to the strategic planning and policy formation within the Sheriffs Office.

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable Knowledge of:\ Principles and practices of detention and correctional management, including institutional security operations.\ Leadership, personnel supervision, and public safety practices.\ Federal, state, and local laws governing detention operations and inmate rights.\ Risk management and liability issues in correctional environments.\ Standards that guide the care, custody, and management of inmates.

Working Knowledge of:

  • Management systems for correctional facilities and inmate classification.\ Staff scheduling, operational planning, and detention staffing strategies.\ Managing crises and responding to incidents in institutional settings.

Skill in:\ Supervising and guiding staff.\ Managing complex operational environments.\ Addressing conflicts and resolving issues.\ Preparing administrative reports and operational documents.\ Fostering professional relationships with employees, agencies, and the public.

Ability to:\ Provide effective leadership and guidance within a correctional setting.\ Create and execute operational plans and policies.\ Evaluate operational issues carefully to make well-informed decisions.\ Oversee personnel, allocate resources, and set organizational priorities.\ Maintain composure and leadership presence during emergencies.\ Communicate clearly both verbally and in writing.\ Create clear written reports and administrative documents.\ Build and sustain effective working relationships with employees, other agencies, and the public.\ Operate motor vehicles and public safety communication equipment.

MINIMUM QUALIFICATIONS:

  • Five years of responsible experience in law enforcement, corrections, or similar public safety roles.\ Demonstrated leadership and supervisory experience in managing personnel, making operational decisions, training, overseeing security, or supervising programs.\ Demonstrates ability to oversee staff, manage operations, and al gn priorities in public safety or institutional settings.\ Possession of a valid Arizona Drivers License.\ Must successfully pass all background checks and employment standards required by the County and Sheriffs Office.\ Must be resident of the county.

PREFERRED QUALIFICATIONS\ Arizona POST peace officer certification preferred.\ Experience in supervisory or operational roles within detention or correctional facilities.\ Knowledge of detention administration, including inmate classification, security, disciplinary systems, supervision, and operations.\ Experience in correctional leadership, jail operations, or management.

SPECIAL REQUIREMENTS\ May be required to complete psychological, polygraph, medical, or other assessments per County policy.\ Must adhere to all policies and operational standards of the Sheriffs Office.\ Must uphold professional conduct and demonstrate leadership aligned with the responsibilities of a command-level role.
