ST CHARLES COUNTY GOVERNMENT PARKS PROJECT MANAGER in Saint Charles, Missouri

JOB DESCRIPTION: The Project Manager leads the planning, execution, and completion of St. Charles Countys Parks and Recreation Departments construction and renovation projects to enhance park facilities and infrastructure. This role drives needs assessment, stakeholder coordination, procurement, and compliance with budgets, schedules, and county standards, overseeing a diverse set of projects including building construction and system replacements (mechanical, plumbing, electrical, roofing, building envelope) and park infrastructure (playgrounds, roads, parking, trail construction). The position requires strong leadership to manage cross-functional teams and deliver cost-efficient, high-quality outcomes under the direction of the Assistant Director of Parks.

Plan, coordinate, and oversee projects from initiation to completion, ensuring alignment with county goals. Collaborate closely with County Park staff, contractors and other County departments to assess needs and oversee the design and execution of construction or renovation projects to meet those needs. Manage the procurement process, including issuing bid specifications, qualifying vendors, evaluating proposals, and negotiating contracts with contractors and suppliers; make recommendations for approval. Develop project cost estimates and schedules, closely monitoring budgets, resource allocations, contracts, change orders, invoicing, certified payroll, and lien waivers to ensure cost efficiency and timely delivery. Lead efforts to ensure architectural or engineering designs effectively and efficiently meet the needs of St. Charles County Parks. Assist County Parks in coordinating with the architectural or engineering team, general contractor, subcontractors, and furniture dealers for compliance with the contract. Collaborates with County legal team to revise contract language, scope, and terms to meet project requirements. Obtains executed copies and ensures insurance and bond requirements are met. Conducts regular site inspections to ensure construction or renovation of County projects complies with specifications and safety regulations. Proactively resolves design or construction issues with contractors. Develops, negotiates and recommends needed change orders. Obtains required approvals. Coordinates with federal, state and local agencies to include Department of Natural Resources, Corp of Engineers, Community Development, permitting authorities, utilities, fire districts, sewer districts, etc. Responds to comments from permitting agencies and addresses concerns which may include changes to plans with design team. Collaborates with County resources including Information Systems to integrate audio visual and technology requirements into project plans. Work with other County departments and staff as needed to implement project needs. Obtains all project close-out documentation such as owners manuals, as-built drawings and preventative maintenance schedules. Performs other duties as assigned.

REQUIREMENTS:

Education -Bachelor's Degree in Construction Management, Civil, Structural or Mechanical Engineering, Architecture or a related degree.

Experience -Minimum of 5 years of progressive responsible work directly related to the construction, project management, specifically related to governmental or commercial facilities. -Experience managing budgets exceeding $1 million and overseeing multiple concurrent projects preferred. -An equivalent combination of education, training, and experience providing comparable knowledge, skills, and abilities may be considered.

Certifications -Valid motor vehicle drivers license with a satisfactory driving record required. -OSHA 10 or 30 Hour Construction Safety Certification preferred.

Knowledge, skills, and abilities -Comprehensive knowledge of modern construction methods, building systems, (e.g., HVAC, electrical, plumbing), and applicable codes and regulations. -Experience with mechanical and electrical system replacements preferred. -Strong leadership skills to manage cross-functional teams and foster collaboration among stakeholders. -Proficiency in project management software (e.g., Microsoft Project, Primavera, Procore) and design tools (e.g., AutoCAD) strongly desired. -Advanced analytical skills to assess project risks, interpret plans, and resolve complex issues. -Excellent verbal and written communication skills to liaise with County officials, contractors, vendors, and regulatory agencies. -Ability to prioritize tasks, manage resources, and adapt to dynamic project demands. -Commitment to ensuring safety, quality, and compliance in all project activities.
