STARS Senior Human Resource Manager in Saginaw, Michigan
Primary Purpose of Position: The Senior HR Manager supports the organizations Mission, Vision and Values of the Saginaw Transit Authority Regional Services (STARS) through their high-level leadership in the Human Resources Department. The Senior Manager of Human Resources serves as the Authority's subject matter expert for the Human Resources component, ensuring these functions provided by the Authority are in compliance with established policies, procedures and any applicable state and federal laws or regulations. Remote Work: This job is intended to be primarily an onsite job at STARS main location as interacting with employees at the work site is a very important part of the position. Opportunities to work remotely will be limited in nature and are estimated to be 10% or less of total work hours. Essential Job Functions: 1. Establishes the company wage and salary structure, pay policies, and pay systems within the Authority. 2. Oversees and manages compensation and benefit plans in accordance with Authority policies, procedures and applicable state and federal law. 3. Develops STARS employees (including executive level employees) through training, various forms of communication (including one on one employee meetings, executive level meetings, safety meetings, etc.). 4. Routinely monitors and maintains accurate records of all required benefits plan documents such as insurance and pension plan. Provides timely communication to finance department/executive leadership if issues arise. 5. Reviews and advises on insurance matters for the Authority. Prepares routine reports throughout the year on insurance including during the annual audit. Seeks out information on insurance matters from reliable HR sources. 6. Responds to inquiries regarding policies, procedures, and programs. 7. Oversees benefit programs such as life, health, and dental insurance, sick leave, leave of absence and employee assistance program. 8. Oversees Authority's Drug and Alcohol Program in accordance with Authority policy, procedures and in compliance with applicable laws and regulations. 9. Serves as onsite EEO officer. 10. Acts as backup to Chief Human Resource Officer. 11. Other duties as assigned by the Chief Human Resource Officer. Position Requirements: Education: Degree in Human Resources or related field. PHR, SPHR preferred and or Rev. July 2013, July 2018, March 2022, February 2025 Experience: Four (4) years in positions of progressive responsibility in Human Resources. Union experience preferred. Transit experience preferred. Knowledge, Skills, Abilities and Other Characteristics: Qualified candidates for this position will have a work history, which demonstrates personal initiative in and ownership of, assigned areas of responsibility. Additionally, qualified candidates must demonstrate proficiency in the following areas: Knowledge 1. Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations, and personnel information systems. 2. Knowledge of employment laws, legal codes, court procedures, precedents, government regulations, executive orders, and agency rules. 3. Knowledge of administrative procedures and systems such as managing files and records, designing forms and other office procedures and terminology. 4. Knowledge of business principles involved in strategic planning, resource allocation, human resources modeling, leadership technique and coordination of people and resources. Skills 5. Skill of understanding written sentences and paragraphs in work related documents and communicating effectively as appropriate for the needs of the audience. 6.
